City Council Minutes <br />February 28, 1996 <br />Page 2 <br />25 <br />AUTHORIZATION TO AMEND RECYCLING CONTRACT WITH E-Z RECYCLING TO <br />INCLUDE COLLECTION OF CEREAL BOXES <br />Administrative Assistant/Planner Asleson reported that the Solid Waste <br />Commission had recommended the addition of cereal boxes to the city's recycling <br />program at an additional cost of three cents per household per month. This will <br />require that the city's contract with E-Z Recycling be amended. Asleson noted that <br />the price increase can be handled within the current recycling fee structure, since <br />the recycling fee is set slightly above the current costs of collection. <br />Motion was made by Councilmember Gibson Talbot to amend the city's recycling <br />contract with E-Z Recycling to include the collection of cereal boxes, at an <br />additional cost of three cents per household per month. Motion passed <br />unanimously. <br />PRESENTATION TO THE FIRE DEPARTMENT <br />Mayor Gehrz presented a plaque. to members of the Fire Department in recognition of <br />the department's on-going support and presence in the city. The plaque listed the <br />names of all department personnel who had served one year or more. Receiving the <br />plaque were Fire Chief Clem Kurhajetz and Assistant Chiefs Dennis LeMay and Nick <br />Baumann. <br />CONSIDERATION OF PRELIMINARY STREETSCAPE DESIGN FOR LARPENTEUR <br />AVENUE <br />Administrator Hoyt updated the council on the status of the Larpenteur Avenue <br />reconstruction. Ramsey County is managing the project and will undertake the street <br />reconstruction and pedestrian pathway construction and reconstruction with an <br />estimated cost to the city of 5250,000 to 5450,000. The plans currently include an <br />underpass at Coffman Street and Larpenteur Avenue for golf course users and <br />pedestrians at an estimated cost of $450,000. The city's streetscape plan is <br />estimated at 51,300,000. Hoyt explained that the current timetable is for <br />construction between Highway 280 on the west and Cleveland Avenue on the east <br />to occur in 1997, between Cleveland and St. Mary's in 1998, and Arona to Hamline <br />in late 1998 or early 1999. The city's landscaping work would be planned for 1997 <br />between Fulham and Cleveland as well as the business district amenities and the city <br />identification signs. Hoyt stated that after the council's approval to move forward <br />tonight, the city staff planned to hold community meetings and a community walk for <br />May 1996. <br />Landscape Architect Michael Schroeder presented the detailed design, discussed the <br />meetings with property owners along Larpenteur Avenue, and answered questions. <br />
