CITY OF FALCON HEIGHTS <br />REGULAR CITY COUNCIL MEETING <br />MINUTES OF FEBRUARY 14, 1996 <br />Mayor Gehrz convened the meeting at 7:01 p.m. <br />PRESENT <br />Gehrz, Gibson Talbot, Hustad, and Jacobs. Also present were Hoyt, Asleson, and <br />Kriegler. <br />COMMUNITY FORUM <br />There was no one wishing to take advantage of the community forum. <br />MINUTES OF JANUARY 24, 1996 <br />Minutes were approved by unanimous consent. <br />CONSENT AGENDA APPROVED <br />Motion was made by Councilmember Jacobs to approve the consent agenda. Motion <br />passed unanimously. <br />1. Disbursements <br />2. Licenses <br />3. Approval of purchase of vertical blinds for city hall <br />4. Approval to enter into a financial services contract <br />5. Approval of rescue services contract with Ramsey Emergency Medical Services <br />Program Medical Direction Agreement <br />6. Resignation from Park and Recreation Commission <br />7. Authorization to adjust mileage reimbursement rate <br />POLICY AGENDA <br />PRESENTATION AND DISCUSSION ABOUT THE DARE PROGRAM <br />Lieutenant Dominic Cotroneo and Officer Tim Briski gave the council an overview of the <br />DARE program that the St. Anthony Police teach in the elementary and middle schools. <br />The program teaches kids to make good life decisions (including staying away from drugs) <br />by boosting the kids' self esteem and encouraging assertiveness and risk-taking where <br />appropriate. It also exposes kids to police, as the officers spend the entire day in the <br />school rather than just the class period. Kids learn that police don't need to be feared and <br />should be called on when necessary. Chief Engstrom also was in attendance and told the <br />council about his officers' commitment to the program. <br />SCHEDULING THE APPOINTMENT PROCESS FOR THE CITY COUNCIL VACANCY <br />Mayor Gehrz reviewed the process that the council had chosen to fill the vacancy on the <br />council. She suggested that since there were only seven applicants that all go through <br />both the presentation and the interview stages of the selection process. The council <br />agreed and scheduled the interviews for March 6 and 7. The questions for the interviews <br />will be determined at a workshop immediately following the February 28 council meeting. <br />
