~ 05~ <br />MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />sEPTEME~. 25, 1975 <br />A regular meeting of the Falcon Heights City Council was <br />called to order by Mayor Warkentien at 6:30 p.m. <br />Mayor Warkentien, Councilmen Ecklund, Steele, and PRESENT <br />Labalestra. Also present were Clerk-Administrator Barnes, <br />Engineer Lemberg, and Attorney Kenefick. <br />Councilman Black. <br />The Council was meeting at an earlier time this evening <br />for the purpose of discussing the proposed 1976 budget. <br />Mayor Warkentien read a letter from James L. .Brown, 1948 <br />West Roselawn Avenue, concerning the recently installed <br />animal exclusion signs at the municipal park. Mr. Brown <br />feels animals should be allowed in certain areas of the <br />park and not excluded entirely. <br />Martin McCleary, 1918 Autumn Street, spoke in favor of <br />allowing dogs in park areas and suggested that a survey <br />be taken to determine how marry people actually objected <br />to animals in the parks. <br />James Brown, 19l~8 Roselawn, mentioned the possibility of <br />setting a trial period allowing owners of dogs to utilize <br />the natural area of the park as a working out area. <br />Councilman Steele suggested the possibility of posting the <br />area south of the ball field as an exercise area for animals <br />as a compromise. <br />After discussion of the above compromise, it was agreed to <br />refer it to the Park and Recreation Committee for their <br />recommendation. <br />Mr. McCleary also stated he was concerned with the location <br />of the present sign excluding animals. He felt it could <br />constitute a danger to bike riders. <br />ABSENT <br />13ITDGET <br />DISCUSSION <br />DOG PROBLEM <br />IN FALCON <br />HEIGHTS <br />COMMUNITY <br />PARK <br />Council requested that a report be presented regarding dog DOG <br />licensing and that a random survey be conducted to determine LICENSING <br />the number of licensed dogs. The Council also requested that <br />a member of the MAPSI staff be asked to speak to the Council <br />regarding animal patrol and the possibility of a two or three <br />day a week coverage. <br />Moved by Councilman Steele, seconded by Councilman Ecklund MINUTES OF <br />to approve the minutes of the regular meeting of September 11, SEPTEMBER 11, <br />1975, as corrected. Upon a vote being taken, the following 1975 <br />voted "ayes': Mayor Warkentien, Councilmen Ecklund, Steele, <br />and Labalestra, and the following voted "nay": None. Motion <br />carried. <br />
