l~ <br /> The motion for the adoption of the foregoing Resolution <br /> was duly seconded by Councilman Black, and upon a vote <br />being taken thereon, the following voted in favor therof: <br /> rlayor Warkentien, Councilmen Black, Stone, Taylor, and the. <br /> following voted against: None, whereupon the Resolution <br /> was declared duly passed and adopted. <br />Arthur Jurgenson A~Zr. Arthur Jurgenson appeared at the meeting to request a <br />Present to Request conditional use permit to construct a l7 unit apartment <br />Conditional Use building at 1830 tidest Larpentur Avenue. A memo written by <br />Permit - 1830 the Village Inspector was read to T2r. Jurgenson calling his <br />~•lest Larpenteur attention to debris consisting of an old red car, a barrel, <br />Avenue: a 2-wheel trailer, a camper, building material, vegetation <br /> matter and other debris at 1705 and 1707 North Albert Street. <br /> NTr. Jurgenson said he only owned one lot in Falcon Heights, <br /> the other lots said to be owned by him were deeded to a <br /> sister, Charlotte D. Jurgenson, and his daughter and son-in- <br /> law I~ir. and Mrs. Carl Elmquist owned the lot at 1711 North <br /> Albert Street. Construction on the unfinished bui]L:fig at <br /> 1705 Tlorth Albert has been held up because of the strike. <br /> He will comply with all requests to clean up the property, <br /> cut all vegetation on the empty lot at 1707 North Albert, <br /> and clean up the debris which is mostly material being used <br /> to complete the building. <br /> Motion by Councilman Stone, seconded by Councilman Black, <br /> that the Clerk- Administrator inform the owner or duly ap- <br /> pointed agent at 1705 North Albert to appear at the Council <br /> meeting of August 10, 1972, in relation to the appearance <br /> of said property. Motion carried. <br />Mrs. Charlene Motion by Councilman Black, seconded by Councilman Stone, <br />Elmquist, Daughter, that the matter of the conditional .use permit to construct <br />and Secretary- a 17 unit apartment building at 1830 Z~7est Larpenteur Avenue, <br />Treasurer of the be taken from the table. The Council said that the <br />Conditional Use application for conditional use permit should have been <br />Pei~nit: made outby the corporation, and also that a variance is <br /> needed because the area that the apartment would be built <br /> in is a B-1 zoning area. The front set-back should be 50' <br /> and only 30' is shown on the plans, and the set-back on the <br /> side yard would have to be detei~nined in accordance with the <br /> height of the building. The plans show a 5 car garage but <br /> no materials or dimensions of the garage are shown. Mater- <br /> ials to be used for the apartment building are not shown on <br /> the plans. The furnace room plans show that the water would <br /> run into the building instead of away from the building. <br /> No type of drainage plan was shown and no topography is <br /> shown. The plans submitted should have been signed by a <br /> registered Architect before being submitted to the Council. <br /> Parking space does meet ordinance requirements but no place <br /> to pile snow in the winter is allowed, and access is not <br /> adequate to allow fire or other emergency vehicles to enter. <br /> Councilman Black stated that the Village was not opposed <br />
