2674 <br />Minnesota Department Letter dated February 9 from John H. Swanberg, <br />of Highways: Acting Commissioner of Minnesota Department of <br />Highways .concerned 1968-72 Highway Construction <br />Program Cutbacks in Federal Aid Allotments and <br />the necessary re-programming of work scheduled for <br />the year 1968. <br />Symposium on Invitation was extended from Metropolitan Section <br />Transportation in of the League of Minn. Municipalities and Metropolitan <br />the Metropolitan Areas Inter-bounty Council to Symposium on Transportation <br /> in the Metropolitan Area on Thursday evening, February <br /> 29, 1968. <br />Proposed Apartment Art Jorgenson was present regarding proposed apartment <br />Building ~lrt Jorgenson building on Larpenteur Avenue dust east of Fairview <br />Larpenteur Avenue - east Avenue. Black reported that the Planning Commission <br />of Fairview Avenue: of Falcon... Heights, at its meeting February 19, 1968, <br /> approved the Variance and Conditional Use requests <br />. Variance and submitted by Mr. Jorgenson. Black moved, seconded by <br />Conditional Use Strandquist that the building and site plans be <br />Requests: referred to the Village Consulting Engineer for his review <br /> and recommendations. Ayes= All. Nays; None. Motion <br /> was carried. <br />Embers System - Black advised that the Variance Request made by Embers <br />1700 No. Snelling Ave, System, 1700 North Snelling Avenue to erect a 700 square <br />Variance for advertising foot sign on the north side of their property was <br />sign board= reviewed by the Falcon Heights Planning Commission <br /> at its meeting on February 19. Henry Kristal of <br />Planning Comm. Embers and Mr. and.Mrs. Robert Weber of Weberis Cottage <br />Denies requestt Inn (1708 North Snelling Avenue) were present-at the <br /> meeting. The Planning Commission recommended that <br /> variance be denied inasmuch as variance is not in <br /> harmony with the general purpose and intent of the <br /> ordinance and comprehensive plan of the Village of <br /> Falcon Heights and the proposed variance would have <br /> an adverse effect on the welfare of the business <br /> community because of the ~crowding~ appearance. <br />Variance Request Black stated that Henry Kristal has withdrawn the <br />Withdrawns request of Embers System to erect the advertising <br /> sign board. <br />Engineerts Report - Dick Turner of Bonestroo, Rosene, Anderlik and Assoc., <br /> lnc. advised council that the City of Saint Paul has <br />Sewer Ratesa not yet passed the ordinance pertaining to Sewer Rates. <br /> Turner could see no reason for Village Council to <br /> postpone action with regard to proposed rate schedule. <br /> Lengthy discussion was held regarding proposed rate <br /> structure, and new rate schedules for sanitary sewer <br /> rental charges. <br />In drafting the necessary ordinance to adjust the <br />rates for sewage service, it is the consensus of the <br />Village Council that the minimum charge for single <br />family dwellings be fined at X6.00, ~l~.00 pharge <br />per family unit for multiple family dwellingss and <br />
