2695 <br />MEb'TTNG OF APRIZ 17, 1968 <br />Meeting was called to order at 7x00 P.M. with the following members presents <br />Mayor Warkentien, Councilmen Stone and Ecklund. Black was attending a Ramsey <br />County_League of Municipalities meeting and arrived at 9t~5 P.M. Also present <br />were Engineer Lemberg and Attorneys Mike Galvin and Peter Seed. Absents Clerk <br />Strandquist. _ <br />Mrs. Shirley Amundson represented the League of Women Voters. Tom Reiff was <br />once again an_observer. <br />Fry Street Traffic Upon request of Fry Street residents, the matters of <br />Problems traffic and parking on Fry Street were resumed. NFrs. <br />George Kulkay submitted petition of home-owners dated <br />April 1st who are in favor of tno parking' on the west <br />side of Fry Street. There were approximately twenty <br />people (home-owners and apartment residents) present. <br /> Paul Loomis of 1687 Fry Street presented petition signe a <br /> by apartment dwellers requesting council to reconsider <br /> its order to place a ~No U Turn' sign on Larpenteur Ave. <br /> at Fry Street. Tt was pointed out that cars coming _ <br /> from Minneapolis. must make the U turn at Fry in order to <br /> gain entrance to the parking lot and also people wishing <br /> to go to the Falcon Heights shopping center or points <br /> east from the parking lot have to make U turn somewhere <br /> on Larpenteur to get there. Petitioners were advised <br />that the village council has no jurisdiction over such <br /> signs being placed on State and. County Highways and <br /> that the council had previously requested that cut in <br /> the median strip on La.rpenteur opposite the apt. 'house <br /> parking lot be made, and council has recently renewed that <br /> request. The Highway Department has stated that a cut <br /> at that point is not feasible because of the proximity <br /> of the opening at Fry Street. Request has also been <br /> made for opening further west possibly in line with <br /> house at 1687 West Larpenteur. Ramsey County has <br /> promised that by May 9th, 1968 they will advise the <br /> council abouf a cut in the median to ease the traffic <br /> problem. <br />It was stated that if there were no parking on the west <br />side of Fry Street, the problem caused by cars turning <br />around in driveways north of 1725 Fry would be elimin- <br />ated. William Blair, 1687 Fry stated that each apartmeni~ <br />unit is .assigned one parking. space in the parking lot, <br />which is ~z}sufficient. There are only 12 extra spaces <br />which makes it almost impossible to park there when one <br />is having guests. <br />Suggestion to utilize the recreation area for parking <br />was frowned upon by apartment residents. Mrs. William <br />Carter, 1707 Fry, stated that one reason for making <br />turning around necessary is the fact that 5t.
