adequate protection of the city and which decision only -such personnel and equipment
be safely spared from the city. In the event a fire in St. Paul occurs at the same time ~s
the:.fire chief may at his discretion recall from any area such equipment and service to use
at the St. Paul fire. In case roads are blocked, such equipment and personnel cannot be
. furnished with reasonable safety - St. Paul Fire Chief may refuse to answer the call.
Jorrisen: For one thing, you are going to give'~the volunteer firemen a raise. I didn't
expect money to be a volunteer, and if I have to go for the extra 50~ I am not going for
that, if I have to kick out three competent men - I think that is pretty ridiculous. What
about the Police Dept. -the cost -what are we paying them now? How much are we
actually going to save ? $10 a year. Our rates will go up. Mr. Mayor, you are a paid
man and I help pay, I want some answers. (Jorissen was ruled out of order at this point.
Ecklund: The proper people and those who classify rates have told us that getting rid
of three paid men will not necessarily affect our fire rating. The only real complaint from
those people last time was that we did not het for capital improvements. We are not
due for a reclassification for a few years.. I feel that the radio system would more than
offset the time delay of the firemen answering the call at the station where he has to make
one to five calls because he has to call before he leaves the station. Under the new
system everyone will be notified immediately instead of waiting for the call. Eventually,
all men are called. Wnat is the difference if the rig gets there if there is no man there?
Wm. Bye - 1871 Pascal: What guarantee do we have that those men are going to be
listening to those radios? At present, we have assurance.
Baden: How long has it been since the volunteers first asked for radios? How long ago
• was it that the volunteers asked for radios, both for the trucks and for the monitors?
I can take that back to about 1952-53-54-55 ? Radio bids from every place in the area
so we could have radio and also radio with sheriff department. Here we are going into
radios and taking away three paid men. How come now the radios seem so important
when before you didn't need radios? Now the cost is well over what it was when we
first asked. I can't understand why it is so important now when before it had no bearing
on the case at all.
Warkentien: Because now they a~~ tran a.stors -then they were tubes.
Baden: We have asked for transistors many times.
Ecklund said the m~a~on for radios now is that they are trying to provide better service
than now exists.
James W~iite -I7I6 Albert Street: Falcon Heights has a good Fire Department anal I second
Harold Nilsen`s suggestion that we keep our Fire Dept. - Nilsen then said that his
suggestion was that we don't go back to the class 7 rating and he did not make a motion.
Stan S~~hultz: I am not accustomed to speaking in front of a group but I would like to
go over a few of the things. I have been a full time fireman for sixteen years for Falcon
Heights. I don't agree with any of the things Ecklund has brought up. Baden explained
quite thoroughly as to the efficiency of full time men. I think we respond immediately
and I refer back to what can one man do with a rig. One man -three fires I took care of
all by myself by being right there immediately - I extinguished fires without calling i8 to
22 men. Farmers Union building -weeds were engulfed in flame at the side of the building.
I took a garden hose and put the fire out. I didn't put out a general alarm. Across the
