1981 <br />REGULAR MEETING OF SEPTEMBER 11, 1963 <br />The regular meeting was called. to order at 7:00 P.M. with the following members <br />being present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Charles P. <br />Stone, Trustee; Willis Warkentien, Trustee. Also present were Attorney Michael <br />Galvin, Engineer Brad Lemberg, Treasurer William E. 0]s en, and Deputy Clerk <br />Tina Vavoulis. Absent was Village Clerk, W. A, Mortensen. <br />Stone moved, Nilsen seconded that the minutes of the meeting of August 28 be <br />accepted. Carried. <br />Financing of 1963 Water Main Fiscal Agent, Robert Sander, was present and <br />and Sewer Improvements: advised that the issue discussed at the last <br />meeting was going along well. The Co~ni.tment <br />was given and accepted. He stated that commit- <br />RESOLUTION FROVIDING FOR went was at 3.67;$ instead of 3.70, net average <br />THE ISSUANCE AND SALE OF annual interest rate. <br />WATERMATN AND SANITARY <br />SEWER IMPROVEMENT BONDS Warkentien moved., Shavor seconded that the <br />OF 1963 Resolution attached hereto, and made a part <br />of these minutes be approved. Motion carried. <br />Refinancing of the 1957 ~. Sander was of the opinion that it would. be <br />Sanitary Sower Improvement iri the best interest of the Village to delay <br />Bonds: refinancing on this debt inasmuch as it comes on <br />the heels of the above sale of bonds. He stated <br />the Village would not be hurt in the mechanics <br />of the transaction by delaying but may be benefited., <br />Special Meeting Galled: Nilsen moved, seconded by Shavor that a special <br />meeting be called for September 18 for the purpose <br />of discussing plans for the budget of 196l~. MrA <br />Sander will be present if the Council so notifies <br />him. <br />Roberts Apartments: Mayor Nilsen has been in contact with Mr. Roberts <br />and was advised that the construction shall proceed <br />according to plans and specifications originally <br />accepted by the Village Council. He will not put <br />clothesline poles on the buffer zone adjacent to <br />rear property line. Mayor Nilsen and Attorney <br />Galvin will draft a letter to Roberts regarding <br />this matter and also the proposed plantings ~erhich <br />wi7.1 varg slightly from the original specifications. <br />Falcon Heights Cities Service ~. Robert Leonard was present regarding variance <br />Station - Variance Request: application which was made because he wants to <br />wholesale and retail used cars at the service <br />station. Furthermore, he wants permission to <br />display a passenger vehicle on a non-stationary <br />ramp. Nilsen moved, seconded. by Warkentien <br />that the variance be referred to the Planning <br />Commission, and the Council will await action <br />by them. Motion carried. <br />Junk cars: Mr. Leonard advised that there are tso junk cars <br />on the Applebaum's parking lot which have not <br />been moved for months. Warkentien will take the <br />action necessary for removal. <br />
