2(~1~ REGULAR MEETING OF SEPTEMBER 25, 19b3 The meeting was called to order at 7x00 P.M, with the following members being present: Mayor Harold Nilsen, Clerk W, A, Mortensen; Trustees Charles P. Stone and Willis Warkenti.en. Also present were Village Engineer B. Lemberg, Village Attorney Michael Galvin, Treasurer William E, Olsen, and Deputy Clerk Tina Vavoulis. Absent: George J, Shaver, Trustee. Stone moved, seconded by Mortensen that the minutes of the regular meeting of September 11, with corrections, be approved, Carried. Stone moved, seconded by Nilsen that the minutes of the special meeting of September 18 be approved. Carried. Complaint about Mrs. Sommers and daughter of 1701 Fairview Avenue were Outside Lighting present to register complaint that Roberts has placed at Roberts Apts.: outside lights that are extremely annoying and shine on their property. Mayor Nilsen will look into this matter. Falcon Heights Church Reverend VanKirk has advised the Village Council that the Parsonage -Drainage: drainage problem has been referred to their Board of Trustees for action before cold weather arrives. Police Department: Donald Arndt, Commissioner, reviewed police department activities. He also brought up the matter of ~usti.ce cases occurring on the State Fair Grounds being referred to Arden Hills Court. Letter from Village Attorney Justice Court cases dated July 18 was read. It was brought to the attention referred to Arden of the Council that the State Agricultural Department Hills Court: appoints a Justice to the State Fair Grounds for ten days during which time the State Fair is held. This Justice lives in Arden Hills, and the State Fair Grounds policemen continue to refer offenders to Arden Hills after the fair has closed. Matter will be investigated further. Merit Raise for Warkentien moved, seconded by Stone, that a merit raise of Police Officers $10.00 a month effective January 1, 19b~. be awarded to Officer Owen Harmer, This amount is in addition to the X1,0.00 raise polieeofficers will receive automatically beginning January 1, 196.. Upon a vote, the motion was carried. Falcon Heights Cities Motion made by Stone, seconded by Warkentien,that in Service Station - accordance with the recommendation of the Planning Variance: Commission the granting of a conditional use permit be made to Mr. Robert Leonard of the Cities Service Station, providing that not more than four cars are kept on the premises for sale or display purposes and only one be displayed on a non-stationery ramp with no lights, banners, or signs. Motion carried.
