2(~1~ <br />REGULAR MEETING OF SEPTEMBER 25, 19b3 <br />The meeting was called to order at 7x00 P.M, with the following members being <br />present: Mayor Harold Nilsen, Clerk W, A, Mortensen; Trustees Charles P. <br />Stone and Willis Warkenti.en. Also present were Village Engineer B. Lemberg, <br />Village Attorney Michael Galvin, Treasurer William E, Olsen, and Deputy Clerk <br />Tina Vavoulis. Absent: George J, Shaver, Trustee. <br />Stone moved, seconded by Mortensen that the minutes of the regular meeting of <br />September 11, with corrections, be approved, Carried. <br />Stone moved, seconded by Nilsen that the minutes of the special meeting of <br />September 18 be approved. Carried. <br />Complaint about Mrs. Sommers and daughter of 1701 Fairview Avenue were <br />Outside Lighting present to register complaint that Roberts has placed <br />at Roberts Apts.: outside lights that are extremely annoying and shine on <br /> their property. Mayor Nilsen will look into this matter. <br />Falcon Heights Church Reverend VanKirk has advised the Village Council that the <br />Parsonage -Drainage: drainage problem has been referred to their Board of <br /> Trustees for action before cold weather arrives. <br />Police Department: Donald Arndt, Commissioner, reviewed police department <br /> activities. He also brought up the matter of ~usti.ce <br /> cases occurring on the State Fair Grounds being referred <br /> to Arden Hills Court. Letter from Village Attorney <br />Justice Court cases dated July 18 was read. It was brought to the attention <br />referred to Arden of the Council that the State Agricultural Department <br />Hills Court: appoints a Justice to the State Fair Grounds for ten days <br /> during which time the State Fair is held. This Justice <br /> lives in Arden Hills, and the State Fair Grounds policemen <br /> continue to refer offenders to Arden Hills after the fair <br /> has closed. Matter will be investigated further. <br />Merit Raise for Warkentien moved, seconded by Stone, that a merit raise of <br />Police Officers $10.00 a month effective January 1, 19b~. be awarded to <br /> Officer Owen Harmer, This amount is in addition to the <br /> X1,0.00 raise polieeofficers will receive automatically <br /> beginning January 1, 196.. Upon a vote, the motion was <br /> carried. <br />Falcon Heights Cities Motion made by Stone, seconded by Warkentien,that in <br />Service Station - accordance with the recommendation of the Planning <br />Variance: Commission the granting of a conditional use permit be <br />made to Mr. Robert Leonard of the Cities Service Station, <br />providing that not more than four cars are kept on the <br />premises for sale or display purposes and only one be <br />displayed on a non-stationery ramp with no lights, banners, <br />or signs. Motion carried. <br />On motion by Mortensen, seconded by Stone, and carried, #.he <br />following Resolution was adopted: <br />Resolution Levying <br />Special Assessments BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON <br />for Delinquent Sanitary HEIGHTS, MINNESOTA, RAMSEY COUNTY as follows: <br />Sewer Charges <br />1. It is hereby determined that there are dal.inquent <br />sewer charges against the properties hereinafter set forth, <br />in the amounts set forth opposite the description of such <br />
