2fl30 <br />REGULAR AdEETING OF NOVEMBER 13, 1963 <br />The regular meeting of the Village Council was called to order at 7:00 P.M. with <br />the following members present: Mayor Harold Nilsen, Clerk W.A. Mortensen, <br />Trustees George Shaver and Willis Warkentien. Also present were Treasurer <br />William Olsen, Attorney Michael Galvin, and Engineer Brad Lemberg, and Depaty <br />Clerk Tina Vavoulis. Absent: Trustee Charles P. Stone. <br />It was moved by Shaver, seconded by Warkentien that the minutes of the regular <br />meeting of October 2~ be approved. Carried. <br />It wa.s moved by Mortensen, seconded by Nilsen that the minutes of the special <br />meeting of October 28 be approved. Carried. <br />X525,000 General Mr. Bob Sander of Juran and Moody was present and submitted <br />Obligation Refunding to each council member three schedules summarizing the final <br />Server Improvrsment result of the suer debt refinancing program. He also re- <br />Bonds - 1©/1/63: viewed this program with the council. <br />Roberts Apartments - Petition was read by Mayor Nilsen wherein residents of <br />Petition on Parking apartments at 18?s5 and 1855 W. Larpenteur requested the <br />Lot: c®ment block that s eparates the t-wo parking lots be <br />removed. Petitioners explained that to go east or to go <br />to downtown St. Paul from the apartment at 1855, one <br />must first go west on Larpenteur, then make a U turn. <br />They felt that i.f it were possible to go through the <br />ad3oining parking lot at 18115 Larpenteur, and out onto <br />Fairview Avenue, it would be less hazardous. Mayor Nilsen <br />advised that when the builders of apartments applied for <br />a building permit, this matter was revienred extensively, <br />and permits would not be issued unless parking lots were <br />separated, thus being in accordance with Village Ordinance. <br />It was suggested to these petitioners that they revise this <br />petition somewhat and refer same to the County Engineer <br />requesting acut-away be made on the median strip to <br />enable them to cross over without first going west. <br />Fire Department - <br />Purchase of Air Fire Chief Al Helbig requested purchase of one Scot Air Pack <br />Masks: (self-contained air mask) -purchase price of $~21~2.00 with <br />extra tanks -purchase price ~1~8 to X50. This mask can be <br />used when smoke or air is such that one cannot breathe <br />normally. Motion made by Mayor Nilsen, seconded by <br />Warkentien that purchase of the above be authorized at a <br />cost of approximately X300.00. Carried, The Fire Department <br />will match this{ purchase out of free funds in their organi- <br />zation. <br />WindorQS for Three bids were received on construction of two windows <br />Dormitory: to replace existing ones, which are not satisfactory. Bids <br />were referred to Village Engineer for recommendation. <br />Tank Truck Sale: After discussion, it was decided that Fire Chief make <br />contact with someone about whether or not the leaks in two <br />of the truck§ compartments could be mended satisfactorily. <br />Police Department - <br />Police Car radio: Police Commissioner Don Arndt has requested approval of <br />
