2177 <br />REGULAR .~'~c;TIPdG OF OCTOBER 28, 1964 <br />The regular meeting of the Village Council was held at 7:00 P,M. with the <br />following members being present: Mayor Harold Nilsen; Clerk W. A~ Mortenson; <br />Trustees Willis a~arkentien, Charles Stone, and William Black. Also present <br />were Treasurer William Olsen, Engineer Brad Lemberg, and Deputy Clerk Tina Vavoulis. <br />Stone moved, seconded by Black that the minutes of the regular meeting of October <br />14, 1964 be approved, Carried. <br />Black moved, Warkentien seconded that the minutes of the meeting of September 23, <br />1964 be approved, Carried. <br />Correspondences <br />Technical Committee Letter from the Office of the City Comptroller of St. <br />rdeeting Scheduleds Paul, Minnesota dated October 20~ 1964 was read. The <br />Technical Committee of St. Paul has arranged for and will <br />conduct a meeting at 2x00 P.M. Thursday, November 12, 196l~. <br />Representatives and mayors and council members are ~°~relcome. <br />Radar: Mortenson stated that it is his understanding that some <br />judges will not fine a person for speeding unless it can <br />be proved to him that the tuning device is in order. That <br />is, unless there is proof by having another patrol car with <br />a tested speedometer go through at a set speed. Russell <br />Bacon Equipment Company will be contacted as to any <br />information they may have on this point, <br />Candidates' i~ieeting - The League of Women Voters has requested December 1st <br />Village Election: as a Candidates' ivieeting Night for the Village election <br />to be held December 8th. Village Clerk Mortenson advised <br />he would not be seeking re-election, Trustee Charles <br />Stone has filed for election to another three year term <br />as trustee. There will be two Justices of the Peace <br />offices open - one for the regular term of two years, <br />and the other to finish the unexpired term of one year <br />vacated by the resignation of Dwain L, Jones. <br />Plumbing Inspector: Richard Alquist of Alquist and Clark Plumbing Co., 791 <br />Raymond Avenue, St. Paul has inquired into filling the <br />position of plumbing inspector. <br />Election November 3rd -Stone moved that the Village Clerk be authorized to purchase <br />Table for Precinct an appropriate table for use during elections at Precinct <br />No. 4: No. }~. Black seconded, carried, <br />WaterMain and Sanitary Mr, and Mrs. George Kulkay - 1700 North Fry Street were <br />Sewer Improvement 1963: present to protest assessment. They maintain that in 1959 <br />they were approached by Mr. Spiegler who wanted to build <br />Protest of Assessment: apartments across the street from them, as to whether or <br />not they wanted water at that time. He (Kulkay) advised <br />Spiegler that if everyone on Fry was willing to 1'o along and <br />put in water, he would. The people on Fry Street v~ere not <br />interested, and Kulkay, therefore, advised Spiegler he was <br />not interested. Kulkay stated that Frank Graham, attorney <br />for the Village at that time, had advised him that he <br />could not be assessed at any time in the future, because <br />Spiegler had paid the full assessment. <br />
