220l~ <br />REGULAR 1~'fEETINC~ OF JANUARY 27, 1965 <br />The regular meeting was called to order at 7:00 P.P,4. with the following members <br />present: l~.ayor Harold C. Nilsen; Clerk Herbert Strandquist; Trustees 'Millis <br />Warkentien, Charles Stone and Z"~illiam Black. Also present were Treasurer <br />William Olsen, Engineer Brad Zemberg, and Deputy Clerk Tina Vavoulis. <br />I:~Irs. Frances Berdie repr aenting the League of ~~tomen Voters was present. <br />Blacls maved, seconded by Warkentien that the minutes of the meeting of January 13, <br />1965 be approved as corrected. Carried. <br />Correspondence <br />After review of Justice of the Peace Coppini's 1s tter <br />Justice of Peace addressed to Police Department dated January 20, council <br />Court Payment of instructed clerk to notify R4r. Coppini that payment of <br />Parking Violations: tickets issued for ?parking violations must be made to the <br />.court, and not handled at the clerk's office. The <br />Minnesota Legislature may take action at this session <br />as regards Justice of the Peace Courts, however, until <br />such action is taken, the Vi11 age Court shall remain the <br />same. <br />i <br />Application for Having met the requirements, it was moved by Nilsen, <br />I~~~aster Gas Installer's seconded by Warkentien and carried that Master Gas <br />License: Installer's License No. 188 be granted to Raymond Dykema <br />of Suburban Heating, Tnc., 2050 White Bear Avenue, St. <br />Paul, 1~4innesota. <br />Revolving Improvement Black moved, seconded by Stone that the following <br />Fund: resolution be adopted; <br />1`JHEREAS, the Village of Falcon Heights has created <br />by ordinance (being Village Ordinances ~.6, l~8, and 63) <br />certain sewer rental charges to create a fund for the <br />repairs, maintenance, billing and collection costs of <br />the Villa ge Sanitary Sewer System, and <br />;VHEREAS, said sewer rental charges have resulted in <br />a surplus fund over and above the requirements of said <br />fund, and <br />1~1-IEREAS, on September 21, 1962, the Village Council <br />by resolution transferred X7,500.00 of the surplus sewer <br />rental funds to a special fund on the General Village <br />Account for the purpose of establishing a Revolving <br />Improvement Fund for the general welfare of the community, <br />and <br />1 <br />WHEREAS, there remains a balance of X7,500.00 in the <br />Revolving Improvement Fund inasmuch as a portion of the <br />cost of improvements made was spread on the assessment <br />rolls against the benefitted properties, and the balance <br />of the improvements was paid out of the General ~2eitenue <br />Funds of the Village, <br />N041~ THEREFORE, BE IT R1~SOLVED by the Village Council <br />of the Village of Falcon Heights that the balance of the <br />
