Palumbo, Mr. Vernon Whittlef and <br />Drainage: Mr. Harold Sandstrom of Tatum Street Sere present. <br />After discussion, Nilsen moved that inasmuch a s_it appears <br />that voluntary easement is not forthcoming, and inasmuch <br />as villages possess the authority to use the power of <br />eminent domain for the purpose of acquiring private <br />property inside its limits, that the Village Attorney <br />initiate condemnation proceedings for the land in question. <br />The reason for acquiring the land is so that the natural <br />water course is properly maintained. Motion was duly <br />seconded by Black and upon a vote being taken, the following <br />voted for same: Nilsen, Strandquist, Black, Warkentien and <br />Stone and the following voted against same: None. Motion <br />was carried. <br />Snow fence - Fry Clerk was instructi~d to direct communication to Dr, William <br />Street -University F, Hueg, Assistant Director Institute of Agricul tore, <br />Experimental Agricultural Experiment Station regarding placing snow <br />Property: fence on x~roperty at Fry Street and Garden, <br />Ramsey County League Letter from the Ramsey County League of Municipalities <br />of Municipalities - addressed to Village Engineer invited him to become <br />Storm Surer Study member of committee to study storm sewer problems. Council <br />Committee:. felt there was no necessity for such membership. <br />Drinking Fountain Engineer reviewed costs involved in installing a drinking <br />at Falcon Woods fountain at the Falcon Woods Playground. It was agreed <br />Playgrounds not to install drinking fountain due to prohibitive cost. <br />Improvement No. 65-1 Lengthy discussion on proposed storm sewer was held. Council <br />N.E. Area Storm will hold special meeting on Wednesday evening June 16 <br />Sewers at 7:30 P.M, for further discussion. <br />Ordinance No. 72s Due to legislative changes, Warkentien moved, seconded by <br />Stone that Ordinance Na. 72 entitled "An Ordinance Regulating <br />the use of highways within the Village of Falcon Heights <br />incorporating provisions of the Minnesota Highway Traffic <br />Regulation Act and the Minnesota Driver's License Act by <br />reference, imposing penalties for the violation thereof and <br />repealing Ordinance No. 68" be adopted by the Village Council <br />Upon a vote being taken thereon, the motion was carried. <br />Satellite Service Warkentien moved that the Mayor and Clerk be authorized and <br />Companys directed to enter into a contract with Satellite Service <br />Company in the name of the Village of Falcon Heights for <br />lease of portable restroom facilities at the rate and terms <br />according to the contract on file in the office of the <br />Village Clerk. Motion seconded by Black and carried. <br />Contract for employment Warkentien moved that the Mayor and Clerk be authorized <br />of Recreation and directed to enter into a contract, in the name of the <br />Director: Village of Falcon Heights, with Robert Sonstroem for <br />employment as recreation director according to the contract <br />on file in the office of the Village Clerk. Motion seconded <br />by Stone and upon a vote, motion was carried. <br />Farmers Union Grain Black moved that communication be directed to Farmers Union <br />Terminal Association Grain Terminal Associa tion advising that the Village Council <br />-Traffic from parking is agreeable to that Association delegating to one of its <br />lots: employees the duty of directing and regulating traffic <br />
