Are they going to pay eventually for a storm <br />sewer system? <br />Galvin: May I state first that when a building permit was issued <br /> to the church to extend. their parking lot, it was stipulated <br /> that the same volumetric area be maintained. People outside <br /> the district? Statutes hold that assessment can be against <br /> only those properties benefited. If those homes outside <br /> the area are not benefited, they could not be legally <br /> assessed for the improvement.
