2552 <br />watermain nor the sanitary sewer. Some towns do not <br />charge church property at all. Certainly what the council <br />has done in deferring assessments is fair and there should <br />not be any, objections. The potential purpose of the lots <br />is for parking and there is no benefit. It is the <br />intention of the church to'keep these lots for parking <br />purposes. As to utilization for such, trustees realize <br />a conditional use permit is required in an R-1 District. <br />He further stated that the church is faced with ,the <br />prospect of whether or not to continue to fi11 these lots, <br />and he thinks the use of the land should be considered. <br />As to when the lots will be improved, the church is like <br />all other churches as far as finances are concerned. <br />He has lived near churches and he is of the opinion the <br />owners of homes around. there would find it desirable to <br />have off-street parking. As the council knows, two lots <br />are presently for parking '- there are trvo more lots on <br />Holton and two of them primarily to be used for parking and <br />are partially filled. On Pascal there are two lots that are <br />not filled. It is probably not going to be a whole lot bigger <br />church, and whether or not all four of these lots will be <br />developed, he could not say. <br />Ray Hardy was of the opinion that intention is to fill and <br />level them off and then if church decides they need more <br />parking, they will go ahead. <br />Mayor Nilsen stated that ~rhether they start from scratch and <br />build it up or whatever they do with the property, the <br />assessment should be paid. <br />Short then stated that it is~the trusteest intention to fill <br />in these lots and then se11 them off. The best thing they <br />think to do is hold onto that property and not se11 them <br />off and maybe have to pay a lot more in the future to get <br />them back if needed. He thinks property owners would like <br />to get parking off GardBn Avenue. He cannot honestly say <br />the church has a right to say it is receiving no benefit. <br />The use of the land is preventing utilization of the <br />utilities there, and it is questionable whether they will <br />ever be. °Many communities make compromises and. treat it <br />somewhat like their own park system. <br />Mayor Nilsen advised that the School was assessed for <br />sanitary sewer and storm°sewer, the water was already in <br />when school was built. He cannot see how the council can <br />reasonably consider not assessing. <br />Short advised he could see benefit of storm sewer and <br />could see no point in discussing that assessment. <br />Hardy stated that there plans for possible addition to the <br />church and if so, there is possibility the church membership <br />would increase and more parking would be needed. The two <br />lots that go up to the old parsonage --Lots 20 and 21 -would <br />be aLt the parking needed. as far as he can tell.. It seems <br />that the church would like to fill it in and just leave it <br />for the time being. <br />
