<br />The meeting was called to order at 7:30 P. M., the following %ouncil Members be-
<br />ing present: Harold C. Nilsen, Mayor, George Shavor, Trustee; UJills Vrarkentien,
<br />Trustee, Paul Coppini, Trustee. Also present were Frank N. Graham, Village
<br />Attorney; W:n. E. Glsen, Treasurer and Ethel E. lFyhite, Dep. Clerk and Dep. Treas.
<br />Absent: Vdm. R. Utecht, Clerk.
<br />..The Minutes of the February 13th meeting were ordered approved as submitted.
<br />Lr.AGUE OF sirs. Harold Sunstrom was present to represent the League of
<br />?rTO~~`EN VOTE.~.S Women Voters.
<br />STANDBY Mr. 'Alalter Hermes of Rosetovm Sanitation told the Council he had
<br />SE'"tF~R TJTAIN- 2 two thousand gallon tank truck, a pump, a roto-rooter and other
<br />TEN~.NCE equipment necessary for sewer work. He quoted a price of $8.00
<br />an hour for flushing with water from the hydrants, or 9k10.00 an
<br />hour if there is no hydrant water available and they have to haul
<br />the water. 'utr. Nilsen moved that 1Rialter Hez^nes, R.osetown Sanita-
<br />tion, be designated as the person to handle our emergency sewer
<br />work, he to clear with. the Clerk's office or the Council before
<br />he starts a job. Seconded by Coppini and motion unanimously
<br />carried.
<br />AuTU??N ST. :1r. 'Aide, 1998 Autumn, discussed proble-~s consisting of the con-
<br />dition of Autumn St., and excessive speeds on Roselawn. It
<br />appeared that Stop Signs on Autumn might help the situation and
<br />?Rr. Nilsen said the matter of changing the speed limit on Roselawn
<br />would be discussed with i~7r. Chenoz~reth, The Ramsey County Safety
<br />~;ngineer. Re~ardina condition of the street, Mr. 31ide reported
<br />that when street was patched last i'all, the cold mix ~,as put into
<br />holes where there vtias 3" of water, and that where this was done,
<br />the street is breaking up. Ljungren reported he had talked to
<br />Sina, the contractor, a1.d told him if the street didn't drain, he
<br />would have to come back and fix it, no charge. It was also
<br />Ljungren's opinion that LaT~ietti made the ditches too high, and that
<br />they vrould have to be corrected at no cost to the Village.
<br />POSTING ~'arT~:entien moved that all streets in t'r.e vi).lage be posted pro-
<br />STREETS hibiting loads over 3 ton axel load by T~.onday, iv7arch 3rd, unless
<br />we have another freeze before that time. Seconded by Nilsen,
<br />and. motion unanimously carried.
<br />STY~F.TS There was a general discussion regarding the streets. Mr. Steffes
<br />said he didn't think the break up is anything unusual. He and P~Zr.
<br />Ljungren were both of the opinion that emergency Hatching should
<br />be done to prevent furtT~er damage by water, and alternate freezing
<br />and thavring. It was recommended that the Village clean out and thaw
<br />out culverts where needed to improve drainage and minimize d:~mage
<br />.to streets caused by standing crater. It was decided streets should
<br />be checked by a representative of the Craig Co., a representative
<br />from Toltz, King, Duvall, Anderson & Associates and Mr. Ljungren.
<br />After the inspection, when responsibility has been determined, P~[r.
<br />Ljungren will go oTTer the streets with the County Road Foreman and
<br />point out emergency patching to be done by the County.
<br />Ydhere spots are not dangerous, and apt to cause damage to cars, it
<br />was recommended that, the work be left until later when a better job
<br />can be done.
