<br />The Hearing ti^ras declared open at 7:05 P. ~1., with the following Council

<br />present were r'ranlc N. Graham, Village Attorney, and Ethel i. V4rhite, Deputy
<br />Clerk and Deputy Treasurer.

<br />P1~ayor Nilsen said the purpose of the meeting
<br />was to consider the petitition submitted
<br />April 10th by the Falcon Heights Congregational
<br />Church, for the rezoning of lots 18 and 19,
<br />Block 1, 3arthel Villas from "Residence Dist.
<br />A" to "Business District for Church Parking
<br />Purposes Only" which was signed by over 50~
<br />of the affected property owners.

<br />Published notice of meeting eras read. Letter
<br />from the Planning hoard was read. It stated:
<br />"It is the unanimous opinion of the Planning
<br />Commission that the use of the land as a parking
<br />area .for Church Parking Only is an acceptable
<br />and necessary land use. The Flapping ~3osrd
<br />also stipulated "The grade and. surfacing of the
<br />,~,~;,,,,,.,, lot should be determined by the Council on a
<br />~~ basis which will not reduce the ponding area
<br />_ ~;~~`'!~ or lessen the ground absorption rate in the
<br />area until such time as storm sencer service
<br />is available. Also that a detailed plan of the
<br />improvement of this area, with elevations and surfacing, should include
<br />specific lanes of entrance and exit, properly curbed and identified by signs."
<br />~,r. Larry ti'+infrey, 1171 Ingerson road, as spokesman for Falcon Heights Congre-
<br />gational Church, said that up until the time the storm sewer is put in, they
<br />~,vill not put in black top. They vrill use rock or cinders and oil it to settle
<br />the dust so that it v,ill not be a nuisance. They will grade it so it won't
<br />stop the flow of vrater into the hole. They hope to start using it this fall.
<br />They expect to core ir, from the south because that approach is nearer to the
<br />grade level than the east. He was advised by village yttorney Graham trat
<br />parking lots are going to be licensed and -ghat en+„rances anal exits will be
<br />set by the Council.
<br />Robert Loughry, 2009 Asbury, asked if they had the privilege of ordering a
<br />car removed if it was left parked there, and. he ~~-as told that this could be
<br />done by calling the Police and asking them to remove the car.
<br />No one else wishing to be heard, the question was asked if there vrere any
<br />objections to rczoninfi the ?~rorerty to "i~usiness District for Church Parking
<br />Furposes only. There being none, it was moved by t+uarkentien, and seconded
