Falcon Heights State Fank, made out to us and the Minnesota <br />State Highway Department, jointly, covering interest on money <br />held in connection with the sewer work done on Snelling Avenue <br />and asked if we could cash it. Attorney Graham advised Mr. Olsen <br />he could not cash the check, and said he would consult with Mr. <br />Steffes of TKDA Rr Associates about the matter and advise Mr. <br />Olsen further. <br />Telephone The distribution of telephone charges was discussed and it was <br />Bills decided that Mi. l~-5575 should be split three ways -- 1~3 to <br />Public Safety, 1~3 to General Fund and 1~3 to Fire Department. <br />Streets Shavor asked Ljungren if it would be practical and advisable to <br />have tests made by Twin City Testing Laboratories to see if <br />material in streets where they are breaking up is satisfactory. <br />Shavor also asked Ljungren about responsibility. Ljungren said <br />we had a 1 year guarantee against faulty workmanship and faulty <br />material - that it was a divided responsibility.- Lametti is <br />responsible for bringing in material and Craig for stabilizing. <br />Ljungren thinks there is some clay in the mat, or the top 1 foot <br />of material which Lametti hauled in. Crraham suggested we take <br />this matter up with Steffes again and tell him we don't think <br />it should be doing this and ask Steffes if he thinks we should <br />have tests made. Nilsen agreed to talk to Steffes. <br />Tatum Engineer Ljungren reported finding large hunks of clay about the <br />Street size of a bushel basket when they were opening up Tatum Street. <br />This would be La_metti's responsibility. It was agreed that <br />Steffes or another engineer from T. K. D. A. & Associates should <br />be present when the next section of the street is opened up. <br />Ljungren advised that he had T. C. Testing make a few tests of <br />the street before they started work so they could determine the <br />duality of the base and not be subjected to the charge of moving <br />the base. Ljungren says Tatum is full of pure clay. He thinks <br />Tatum was of material taken out of sewer trenches. <br />Ljungren advised that because of the steepness of the ditch at <br />Larpenteur and Tatum in front of Labalestra's house, the black <br />dirt is washing away as fast as they can put it in. In view of <br />this fact, he suggested that it be sodded around inlet and outlet <br />of flared end of culvert at station 10 + 02 centerline. Also <br />sodding east of ditch of Tatum from station 2 ~ 50 to Larpenteur <br />Avenue ditch - 250 sq yds sod a.t 6s¢ ner sq yd. complete in <br />place at a cost of °169.00. It was moved by Coppini, seconded by <br />Shavor and unanimously voted to approve Change Order #2 to T. A. <br />Shifsky ~ Sons covering this work. <br />Pascal Shifsky & Sons bid X325.00 on this job so Ljungren asked them to <br />Avenue do this job at the time they do Tatum and it should be completed <br />Ditch in a week. <br />Fences There was a discussion regarding fences, including the higher <br />California Type Redwood Fences, and it eras the opinion of the <br />Council that we should not enforce our ordinance regarding <br />height, as long as the fence is attractive and acceptable and not <br />just an ugly spite fence. <br />Special A special meeting was set for 7:30 P.
