REGULAR MEETING APRIL 23rd, 1959. <br />1205 <br />Meeting was called to order at 7:00 P. M., the following Council Members being <br />present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, <br />Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Frank <br />N. Graham, Attorney, Wm. E. Olsen, Treasurer; Nick Christensen, Building Inspector; <br />Vern J. L~ungren, Village Engineer and Ethel E. White, Deputy Clerk and Deputy <br />Treasurer. <br />Hearing It was moved by Utecht, seconded by Coppini and unanimously voted <br />Lindig that the matter of rezoning the Wm. Lindig property which had <br />Rezoning been continued until April 23rd, be continued until May 7th at <br />7100 P. M,, D. S. T. <br />Bldg. permit It was moved by Utecht, seconded by Nilsen and unanimously voted <br />F. H. State that Building Permit #674 for the Falcon Heights State Bank, in <br />Bank the amount of 4k3000.00, covering improvements at 15l~4 W. Larpen- <br />teur Avenue be approved if work is done according to the Building <br />Inspector's directions. <br />Fire Dept. Let+er of April 15th, from The North Oaks Community, expressing <br />Mutual Aid their appreciation for the aid and help rendered by Falcon <br />Heights Fire Department Tuesday, April 7th, was read and filed. <br />State Fair Letter~of April 15th from Attorney Graham was read. It stated <br />Matters that the Fair Board had ttea~ired the property immediately north <br />of the present Fair Grounds and south of Hollywood Court fronting <br />on Snelling. They do not plan to put any building on it, but <br />plan to use it for inside parking. There will be no entrance from <br />Snelling although there will probably be exits to Snelling from <br />this area. It was decided that Mayor Nilsen will contact Mr. <br />Baldwin and discuss the matter of screening, etc. <br />Hustrulid Mayor Nilsen reported that taro of Hustrulid's Black Hills Spruce <br />Trees Trees had been damaged by fire the night the Fire Department <br />burned the tall grass and weeds on surrounding lots in an attempt <br />to remove the hazard of an uncontrollable fire. It was moved by <br />.Utecht, seconded by Warkentien and unanimously voted that the <br />matter of ad3ustment or replacement be left to the discretion of <br />Mayor Nilsen. <br />Reassessment Letter of April 22nd from Attorney Graham was read. It stated <br />of land val- he had checked with the County Assessor's Office and was told <br />ues that they are re-assessing land values in the suburban communities <br />because previously they had been assessed at a very low value. It <br />was decided that Members of the Council would arrange an appoint- <br />ment with the County Assessor when they will check into the matter <br />of reassessing land values. <br />Alley north Norman Johnson, 1701 Holton, anneared before the Council with a <br />of Larpenteur written request signed by all the owners of property abutting <br />between Holton this alley, asking that no further improvement or grading be done <br />& Pascal and that the existing "No thoroughfare" signs be left in place. <br />He said the people living on the alley wanted it closed to all <br />automobile traffic, except that he could get an easement which <br />would permit him to get in and out of his garage. He was told <br />by Mr. Graham that this could not be done. The land is public <br />property, a dedicated alley, and that the Village cannot stop <br />the public from driving through. Attorney Graham further stated <br />that it is unlawful for the residents to place at~y obstacles <br />to through traffic in the alley. There is the possibility that <br />
