1217 <br />SPECIAL ?,gEETING 5/21/59 <br />Special meeting was called to order at 6:30 P. M., the following Council <br />Members being present: Harold C. Nilsen, Pdayor; George Shavor, Trustee; Millis <br />?~larkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also pres- <br />ent was Ethel E. ?White, Deputy Clerk and Deputy Treasurer. Absent Wm. E. Olsen, <br />Treasurer. <br />Drainage & Letter of May 15th from Harry S. ~3ronson, County Engineer, was <br />Highway read. It stated they had moved 2500 cubic yards of fill from <br />Easements: Prior and Summer to Playground Site. The cost of this work <br /> amounted to X2,192.70. For a consideration of X2,192.70 the <br /> Village is to give Ramsey County a Drainage Easement over the <br /> westerly approximately 12 feet and a Highway Easement over the <br /> northerly 12 feet of the Village Hall property for the improve- <br /> ment of Larpenteur Avenue. Letter was referred to Engineer <br /> Ljungren for clarification and further breakdown. <br />Bond release Letter of ?1!ay 18th from ??aryland Casualty asking that we complete <br />T. A. Schifsky: status report regarding their bond 90-533581 - T. A. Schifsky <br /> ~ Sons was read. Members of the Council reported poor drainage <br /> in a few places and the matter was referred to Engineer Ljun- <br /> gren for checking. <br />Planning Letter of May 15th from Attorney Graham was read. It stated <br />Commission: resolution passed by the Village Council !x/25/50 provides that <br /> the Planning Commission consist of 5 members, 3 of whom are <br /> appointed by the Council. The ~tth being the Street Commissioner <br /> and the 5th the Building Inspector. All members have the right <br /> to vote and the term of the three men appointed runs for 3 <br /> years, 1 of which terminates each year. ~~ayor Nilsen will con- <br /> tact Hindermann and report ~t the next meeting. <br />Unlicensed Report from Wm. G. Dunkel that unlicensed plum'oers and gas in- <br />Plumbers Rc stallers were operating in the Village was read and the deputy <br />?.Taster Gas clerk instructed to write Jastrow, the Plumbing Inspector and <br />Installers: Eha, the Gas Inspector, asking that they report any unlicensed <br /> operators to the Village Council at once. <br />Playground Letter of Rgay 21st from Curtis L. Larson was read. It requested <br />Safety that'the Council ask the Ramsey County Highway Department to es- <br />?~Reasures: tablish the following Safety ?deasuress 1, A 20 MPH speed limit <br /> from Cleveland to Tatum. 2, A pedestrian crossing at the Play- <br /> ground entrance requiring a stop when occupied. 3 <br />Suitable <br /> , <br />playground warning signs. It was moved by Utecht, seconded by <br /> Shavor and unanimously voted to refer this request t,o Don Arndt, <br /> Public Safety Commissioner, for study and recommendation after <br /> consultation with the Ramsey County Traffic Engineer. <br />Floor waxing Letter of May 11th from R. J. Loughrey was read. It quoted <br />& polishing machine with polish brush X150.00, 3 ft4 Drive pad on metal disc <br />F~Zachine: X525.00, 10 Scotchbrite Pads for use with this machine X15.30, <br /> Loughrey to service the machine, no charge, for 1 year. It <br /> was moved by Vdarkentien, seconded by Coppini and unanimously <br /> voted that the Village purchase this machine as per agreement <br /> outlined above. <br />N. L. Hermes R. A. Shelgren, 1735 Snelling, appeared to protest Hermes use of <br />lot 7 narking: lot 7 for parking in violation of a deed restriction in force at <br />the time Shelgren purchased his property from Hermes.
