He suggested apart- <br />ments as shown on the developer's latest plan would be the most <br />suitable land use - providing a good buffer between residential <br />and commercial areas. He stated density was a little higher than <br />permitted by the Roseville code, but that would be considered proper <br />considering the close proximity to the City of St. Paul. The <br />difference of about 15% being scarcely noticeable. He said if Loecks <br />had been able to see ahead about ten years, he thinks Loecks would <br />have straightened out the commercial zoning by making it deeper all <br />along Larpenteur because the present trend was to require off-street <br />parking, and the present classification wasn't ddep enough to meet <br />today's requirements. <br />To solve the problem of transition from residential to commercial <br />in Roseville, they use-such buildings as clinics, office buildings, <br />a.nd atultiple dwellings. <br />Generally speaking, business buildings create more traffic problems <br />than apartments.
