REGULI~R MEETING SEPTEIIRBER 10, 1959. <br />~~~ <br />r.2eeting was called to order at 7:15, the following Council Members being presents <br />Harold C. Nilsen, Mayor; George J. Shavor, Trustee; Willis Warken tien, Trustee; <br />Paul Coppini, Trustee and V'7m. R. Utecht, Clerk. Also present were Frank N. Graham, <br />Village Attorney; Nick Christensen, Building Inspector; Vern Ljungren, Village <br />Engineer; Wm. E. Olson, Treasurer and Ethel E. White, Deputy Clerk and Deputy Treas. <br />The Minutes of the special meeting of September 3rd. were approvedaas submitted. <br />J. V. Lee Mr. Lee advised the Council that the County had widened the Highway <br />180 Larpen- to such an extent that the right-of-way comes half way up his front <br />tear. steps and asked the Council if there was anything in the Village <br />Ordinances which could require that he move his house back. Attorney <br />Graham advised him that inasmuch as the house was there before the <br />Ordinances were passed, there was nothing the Village could do to <br />make him move it back if he left it as is, or made very minor altera- <br />tions such as moving the front en trance to the side. However, if he <br />were to make extensive alterations such as adding•on, or selling the <br />property for business use, it would have to be mowed back to conform <br />with the ordinance. <br />License All requirements having been met, it was moved by Nilsen, seconded <br />by Utecht and unanimously voted to issue MASTER GAS INSTALLERS <br />LICENSE #133 to Roy A. Miller, Customer Furnace Company, 1931 St. <br />Anthony, St. Paul 1~W, Minnesota. <br />Volunteer Utecht moved that Mr. Warkentien write Gordon E. Nelson, Fire Chief <br />Fire Dept. advising him that all applicants must be passed on by the Council <br />in accordance with the operating manual and that no fireman will be <br />eligible for pay until certified by the Council as provided for in <br />Ordinance 38; and that the Chief be instructed to submit a list of <br />all new men who have applied for membership in the Volunteer Fire <br />Department. Seconded by Coppini and unanimously ..carried. <br />Civil Defense Warken tien reported that they had had an extensive discussion <br />regarding Civil Defense at the last meeting of the Volunteer <br />Firemen. Warkentien•and Chief Nelson feel that our~Firemen, who <br />have all been trained in First Aid, would make an efficient and <br />logical nucleus for a Civil Defense Organization with some help from <br />the citizens. They also feel that we should be entitled to buy <br />Civil Defense Supplies from the Government with this set up and they <br />are going to interview Colonel Schoen. <br />Water Mains Vern L~ungren reported that the cost of running the water main along <br />Fry Street was estimated at X6,750.00 which, if divided by 1978.58', <br />would make the cost per front foot $3.37. Korstad, Attorney for the <br />Maple Knoll Residents, said they xould contribute about X1500.00 to~- <br />ward the cost of laying the main on Fry Street. M.•Spiegler said <br />they would contribute X300.00 toward laying the main on Fry Street, <br />making the total of the proposed contribution about x].800.00. This <br />to be a personal matter between the residents of Fry Street and the <br />donors -- the assessment to go through for the full amount (About <br />X3.37 per front foot) and be handled in the regular manner. <br />After discussion, the following resolution was moved by Warkentien, <br />
