Utecht read report from the a,4idwest Manning <br />3usiness Rc Research, Inc., which was sum~arized as follows: "The appro- <br />District priateness of the use of the land in question for narking purposes <br />SE cor Larp is accorded, given the foregoing. prerequa ites and proper design <br />g~ Snell. standards. The solution of the general problem of traffic circu- <br /> lation, adequate off-street parking facilities and most efficient <br /> use of the land in this part of Falcon Heights, however, does not <br /> rest on this one aspect alone. It is noted that parking on the <br /> Ilorth and 4,`est sides of the shopping district is not fully con- <br /> trolled. and that a part of the sdetivalk area is used for parking <br /> cars, and that there is a conflict between the narking and pedes- <br /> trian needs in front of the gas station, the supermarket and <br /> businesses fronting on Larnenteur. Design of this supplementary <br /> parking area to the rear of the businesses should be accompanied <br /> vrith x~lans for controlling narking for all of the land on the <br /> southeast corner of the intersection, <br />At such time as specific plans .are presented to the Village for <br />development of the narking lot in rue tion, it is also suggested <br />that they be checked carefully to ensure that adequate provisions <br />for draining, surfacing and li~-hting are included, vrith -~a.rticular <br />emphasis placed on the need to prevent any illumination beaming onto <br />any adjacent residential properties." <br />Julep: We purposely have not done anything to that strip along <br />Larpenteur, thinking the highway would be torn up, new curbs in- <br />stalled and the grade adjusted. There never has b<;en a "Stop Sign" <br />at Arena and the alley. It is quite ~' blind alley coming out from <br />the North. l"~e have had equipment in there and cleaned up the lot. <br />Vde sent it through the area between the bushes and the houses. ti^ae <br />covered up a lot of debris and uprooted low trees. ~~e hired a new man <br />who is coming in ;.Zonday, and when vre get the general parking lot in <br />shape, we are going to go after the weeds. 'fi`re are fusing about 70' <br />south of the building for parking vrhich brings us just about to the <br />alley line back of Applebaum's. <br />Utechts Are you ready to improve that property by putting in side- <br />~nralks and shrubs? <br />Ju},ent ti'Ve will pay our share of sidewalks but don?t want. to put a <br />sidewalk in on our piece of land. and have it go to the end of the <br />property only. If you put sidewalks in from Larpenteur to Hoyt, we <br />will pay our share of the assessment. We aNe in the midst of im- <br />proving the drainage around the catch basin. tJ':e have about 100 of <br />parking blocks extending from the alley south parallel to Northern <br />States Power. I want to get another 100' to keep people from going <br />through. 4Je would like to get that. whole area graded. Tt vrould be <br />about ~0~ from the Arena curb to the narking area. It is my plan to <br />keep up that 8 or 10' of getter vrhich has been a bunch of high weeds.. <br />Shavor: What 's your plan for the back of the rear lot line? <br />Julep: It can be any depth now.
