1519 <br />1 <br />1 <br />SPECIAL i~tEETING OCTOBER 17th, 1960. <br />The meeting was called to order at 7:40 P. r/f., the following Council Members being <br />present: Harold C. Nilsen, rtlayor; George Shavor, Trustee; Paul Coppini, Trustee; <br />Willis Warkentien, Trustee; and Wm. R. Utecht, Clerk. Also present were Brad <br />Lemberg, Engineer; Frank N. Graham, Attorney and Ethel E. Whitey Dep. Clk. and Dep. <br />Treasurer. <br />Hearing on Mayor Nilsen opened the Hearing by reading Affidavit of <br />Proposed ?~tiailing Notices and Affidavits of Publishing and Posting <br />Assessment notices. <br />Watermain <br />Improvement Engineer Lemberg advised the Watermain has been completed. <br />1960 No. 1. The contractor will start the street repairs tomorrow <br />morning, and, with good weather, he should be through in two <br />weeks. Another contractor will complete the re-sodding after <br />that. <br />He advised the net assessment, including street and boulevard <br />work, East of Snelling would be 967.35 per front foot; on <br />Fairview 968.03 x~er front foot; on Tatum, 9~~;1.2 per front foot; <br />all projects costing less than the original estimates. Those <br />fully assessed for the Larpenteur Avenue Watermain were not <br />assessed for the first 126' of their side yards abutting <br />Tatum and Fairview. <br />Attorney Graham advised that, assessments were based on front <br />footage only. Those living on corner lots were paying for <br />only the front footage. <br />Mayor Nilsen advised that the assessment was set up on the <br />20 year plan, at 6~ interest. Attorney Graham advised that <br />those residents affected would receive a letter adving their <br />total assessment; that, under the law, this entire amount may <br />be paid without interest on or before November 16th, 1960, to <br />the Deputy Village Treasurer, Mrs. Ethel White, at the Village <br />Office in the Village Hall, 1644 W. Larpenteur Avenue. After <br />November 16th, the assessment roll will be certified to the <br />County Auditor to be extended on the tax lists of the County <br />and thereafter the entire assessment remaining unpaid at any <br />time, may be paid to the County Treasurer, with interest to <br />December 31st, of the year in which said payment is made, or <br />in the installments mentioned above. The first installment <br />to become due on the first tdonday in January, 1961. To the <br />first installment shall be added interest on the entire <br />assessment from November 16th 1960 until December 31st, 1961. <br />Tb each subsequent installment when due shall be added interest <br />for one year on all unpaid installments. <br />George Zaier, 1892 A.rona, said that he and Robert E. Jacobs, <br />1900 Arona, had made an agreement with one of the foremen of <br />the St. Paul Water Department whereby they were to save 9640.00 <br />each by having both their water lines laid. in the same trench. <br />Limberg advised the City Engineers said they didn't know anything <br />about it. Tars. White advised she had contacted Richard Delaney, <br />Tom Hausen and Pete Fabio, of the St. Paul l~!ater Department, <br />none of whom knew anything about the agreement. <br />
