1521 <br />1. Such proposed assessment, as amended, a copy of which is <br />attached hereto and made a part hereof, is hereby accepted and <br />shall constitute the special assessment against the lands named <br />therein, and each tract of land therein included is hereby <br />found to be benefited by the proposed improvement in the amount <br />of the assessment levied against it. <br />2. Such assessment shall be payable in equal annual installments <br />extending over a period of twenty (20) years, the first of the <br />installments to be payable on or before the first Monday in Jan- <br />uary, 1961 and shall bear interest at the rate of six (6~) per <br />cent per annum from the date of the adoption of this assessment <br />resolution. To the first installment shall be added. interest on <br />the entire assessment from the date of this resolution until <br />December 31st, 1961. To each subsequent installment when due <br />shall be added interest for one year on all unpaid installments. <br />3. The proposed assessment has been amended by removing _._,:_ <br />from assessment at this time lots 20 and 21, block one, Barthel <br />Villas Addition, since building permits have been refused on <br />these lots because they are low lots, and. the erection of build- <br />ings upon them would interfere with natural drainage. It is hereby <br />declared to be the intention of the Council to reimburse itself <br />in the future for the co st of this improvement of X551.25 per lot, <br />by levying additional assessments on notice and hearing as provided <br />for the assessments herein made, upon these lots when changed <br />conditions relating to such properties make such assessment feasible. <br />1~. The owner of any property so assessed may, at any time prior to <br />certification of the assessment to the County Auditor, pay the whole <br />of the assessment on such property, with interest accrued to the date <br />of payment, to the Village Treasurer, except that no interest shall <br />be charged. if the entire assessment is paid within 30 days from <br />the adoption of this resolution; and he may, at any time thereafter, <br />pay to the County Treasurer the entire amount of the assessment <br />remaining unpaid, with interest accrued to December 31 of the year <br />in which such payment is made. <br />5. The Clerk, at the end of the 30-day period, shall transmit a <br />certified duplicate of the unpaid assessments to the County <br />Auditor to be extended on the proper tax lists of the county and <br />such assessments shall be collected and paid over in the same <br />manner as other municipal taxes. <br />Seconded by Warkentien and unanimously carried. <br />The Hearing on the Proposed Assessment WatermainImprovement 1960 <br />No 1 was concluded. <br />Playgrounds The Council was advised that the bleachers at the Falcon Heights <br />Elementary School are in horrible condition. The one nearest <br />Hamline has hardly a seat left on it, and the other is not much <br />better. The Deputy Clerk was instructed to contact "Little League« <br />and ask if it isn't possible to get these bleachers repaired, <br />suggesting that the seats be bolted on or removed rn the winter. <br />
