1521 1. Such proposed assessment, as amended, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of twenty (20) years, the first of the installments to be payable on or before the first Monday in Jan- uary, 1961 and shall bear interest at the rate of six (6~) per cent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added. interest on the entire assessment from the date of this resolution until December 31st, 1961. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The proposed assessment has been amended by removing _._,:_ from assessment at this time lots 20 and 21, block one, Barthel Villas Addition, since building permits have been refused on these lots because they are low lots, and. the erection of build- ings upon them would interfere with natural drainage. It is hereby declared to be the intention of the Council to reimburse itself in the future for the co st of this improvement of X551.25 per lot, by levying additional assessments on notice and hearing as provided for the assessments herein made, upon these lots when changed conditions relating to such properties make such assessment feasible. 1~. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the Village Treasurer, except that no interest shall be charged. if the entire assessment is paid within 30 days from the adoption of this resolution; and he may, at any time thereafter, pay to the County Treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. 5. The Clerk, at the end of the 30-day period, shall transmit a certified duplicate of the unpaid assessments to the County Auditor to be extended on the proper tax lists of the county and such assessments shall be collected and paid over in the same manner as other municipal taxes. Seconded by Warkentien and unanimously carried. The Hearing on the Proposed Assessment WatermainImprovement 1960 No 1 was concluded. Playgrounds The Council was advised that the bleachers at the Falcon Heights Elementary School are in horrible condition. The one nearest Hamline has hardly a seat left on it, and the other is not much better. The Deputy Clerk was instructed to contact "Little League« and ask if it isn't possible to get these bleachers repaired, suggesting that the seats be bolted on or removed rn the winter.
