<br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY23 , 1986 <br />PAGE 3 <br />and reviewed his letter dated July 23, 1986 relating to engineering errors <br />encountered in regard to water main storm sewer/curb cut installations. <br />Mr. Rubit sehek presented two alternatives which would be acceptable to St. <br />Paul Water Utility, move the sewer line and construct as planned at an <br />estimated cost of $14,000 or have the City accept the main as its own <br />agreeing to maintain the line. Following a thorough discussion Wallin <br />moved, seconded by Chenoweth, endorsement of Alternative ~1 (moving of the <br />line) and agreement by the city to participate in assuring the alleged <br />perpetrators be made responsible for their actions. Motion carried <br />unanimously. <br />STRATFORD OFFICE PARK UPDATE <br />Frank Kubitsehek explained construction has not begun as they are awaiting <br />approval of two permanent loans, construction materials have been ordered, <br />and construction should be starting soon. He stated that by the end of <br />the year construction will be further along than previously anticipated. <br />CITY TO APPLY FOR COMMUNITY DEVELOPMENT BLOCK GRANT <br />Barnes explained that White Bear applied for a grant through the Community <br />Development Block Grant Program and received $100,000 for downtown <br />development. He felt it might be worth while for Falcon Heights to apply <br />for funds to assist with development of the southeast corner of Larpenteur <br />and Snelling. Ciernia moved, seconded by Hard, authorization for Barnes <br />to submit an application for such a grant. Motion carried unanimously. <br />JAMES B. MCCOMB & ASSOCIATES CHOSEN TO DO MARKET STUDY FOR SE CORNER OF <br />LARENTE[TR AND SNELLING <br />Council discussed the qualifications and quotes for three market study <br />firms, James B. McComb & Associates, Maxfield Research Group, and R. B. <br />Sollie & Associates, after which Wallin moved, seconded by Hard, hiring of <br />McComb & Associates to prepare the market research study for the southeast <br />corner of Larpenteur and Snelling.
