MINUTES <br />REGULAR CITY COUNCIL <br />AUGUST 13, 1986 <br />PAGE 2 <br />MEETING <br />LETTER FROM RICHARD TALBOT, 1531 W. IDAHO, EXPRESSING CONCERN OVER <br />PROPOSED REDEVELOPMENT OF SE CORNER OF LARPENTEUR/SNELLING <br />Ciernia explained Council has for the past two or three years been looking <br />at various options to improve the SE corner of Larpenteur/Snelling, there <br />have been proposals by developers, and an appraiser and market study have <br />now been ordered to determine a viable use for the area. <br />RICHARD TALBOT, 1531 W. IDAHO, presented his letter dated July 31, 1986 (a <br />copy of which is on file in the clerks office) and a petition signed by <br />249 residents opposing any redevelopment of the block bounded by Snelling, <br />Arona, Larpenteur, and Idaho which would displace persons residing <br />therein. He also requested the the citizents advisory committee be <br />re-instituted and offered to serve on the committee. <br />RACHEL ZUBRZYCKI, 1536 W. IDAHO, felt a shopping mall would change the <br />street from a quiet one to a street full of traffic. <br />PAUL BERGE, 1522 W. IDAHO, asked how advisory committes are formed and <br />Ciernia replied the Mayor recommends a list of committee members which <br />must be approved by Council. The Mayor will be given a list of persons <br />previously serving on the SE Advisory Committee together with names of <br />other interested parties. <br />8:00 P.M. HEARING ON SUBDIVISION REQUEST FROM CLEON GARLEY, OWNER OF <br />APARTMENTS AT 1845 AND 1855 W. LARPENTEUR, TO ALLOW PURCHASE OF THE <br />EASTERLY 80 FEET OF LOT 3, BLOCK 1, LINDIG ADDITION, FOR A PARKING LOT <br />Ciernia opened the Public Hearing on the Garley subdivision request at <br />8:00 P.M., presented the Mayors memo dated August 11, 1986 (a copy of <br />which is on file in the elerk~s office), and explained the Planning <br />Commission had denied the request at the August 4th meeting. Mr. Garley <br />asked if there was any point in presenting his plan in view of the <br />opposition, and he could present alternatives. <br />JOSEPH BIANCHI, 1725 FAIRVIEW, commented that at the time the apartment <br />buildings were constructed the neighbors were assured there would be no <br />parking problems, and felt the problem should not be solved at the expense <br />of neighboring properties. Mr. Bianchi was concerned that run off water <br />from the parking lot would damage neighboring gardens. <br />Council briefly discussed ob~eetions raised at the Planning Commission <br />Meeting, i.e. noise, water drainage, refuse, and unsightly barriers. <br />HEARING RECESSID AT 8:15 P.M. <br />Ciernia recessed the hearing temporarily to convene the hearing scheduled <br />for 8:15 P.M. <br />8:15 P.M. HEARING ON REQUEST FROM CLEON GARLEY, TO REZONE THE EASTERLY 80 <br />OF LOT 3, BLOCK L, LINDIG THIRD ADDITION, FROM R-1 TO R-4 FOR CONSTRUCTION <br />OF A PARKING LOT - NO ACTION TAKEN, HEARING CLOSED AT 8:16 <br />Ciernia opened the hearing at 8:15 P.M., however there was no discussion, <br />or action taken, and the hearing was closed at 8:16 p.m. <br />V~ <br />
