MINUTES REGULAR CITY COUNCIL MEETING SEPTEMBER 24, 1986 PAGE 4 PROPOSID AMENDMENT TO LIQUOR CODE DISCUSSED Schroeder presented and reviewed the latest draft of a proposed amendment to the code relating to alcoholic beverages. Council discussed changes in State Statute which apparently prohibits on-sale non-intoxicating malt liquor in establishments such as bowling alleys, game rooms, etc. Schroeder was directed to investigate the matter further, as the consensus of opinion was that there may have been an error in wording a portion of the statute. PROPOSED REPAIRS TO TRAFFIC LIGHT AT ARONA AND LARPENTEUR Barnes presented a letter dated September 12, 1986 from Ramsey County Public Works, (a copy oP which is on file in the clerks office) relating to repair/replacement or removal of the traffic signal at Arona and Larpenteur. Council agreed the traffic signal should remain and considered the three options given by Ramsey County. Chenoweth moved, seconded by Wallin, approving option 2, replacement of one signal pole on the northeast corner of the intersection. Motion carried unanimously. DONATION OF $200.00 TO PARK BUGLE Barnes felt the Bugle is a good local newspaper and it would be a nice gesture for the City to make a donation to the publication. Chenoweth moved, seconded by Hard, authorization to expend $200.00 for a donation to the Park Bugle. Motion carried unanimously. MAIER STEWART & ASSOCIATES TO BE ENGINEER FOR STRATFORD PROJECT AND ARONA WATERMAIN PROJECT Barnes explained he had interviewed two engineering firms for upcoming projects and recommended Maier Stewart & Associates be hired for the Stratford Office Park development, the Arona Watermain, and Lindig subdivision. John Stewart and Terry Maurer of the Stewart firm, presented a report dated September 24th relating to preliminary investigations as requested by Barnes. Baldwin explained when the City does contract with an engineering firm, a written report documenting the firms understanding of their involvement in the project and the manner in which the project will be approached, will be required. He also stated Council would be active in an evaluation process relating to consultants. Ciernia was of the opinion the Bonestroo firm should complete the Lindig subdivision as they have already completed most of the work. Chenoweth moved, seconded by Wallin hiring the Maier Stewart firm for the Stratford Office Park and Arona Watermain projects. Motion carried unanimously. PAYMENT TO B0NESTR00, ROSENE AND ASSOC. FOR ENGINEERING ON HAMLINE ALLEY TO BE WITHHELD Ciernia recommended engineering charges for the Hamline Alley be deleted from the request for payment from Bonestroo and Associates as the alley has not been completed satisfactorily. Council concurred and will pay for the project when it is completed properly. Baldwin requested Barnes contact the firm regarding reimbursement for sealcoating of the Hamline alley previous to reconstruction.
