MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 24, 1986 <br />PAGE 4 <br />PROPOSID AMENDMENT TO LIQUOR CODE DISCUSSED <br />Schroeder presented and reviewed the latest draft of a proposed amendment <br />to the code relating to alcoholic beverages. Council discussed changes in <br />State Statute which apparently prohibits on-sale non-intoxicating malt <br />liquor in establishments such as bowling alleys, game rooms, etc. <br />Schroeder was directed to investigate the matter further, as the consensus <br />of opinion was that there may have been an error in wording a portion of <br />the statute. <br />PROPOSED REPAIRS TO TRAFFIC LIGHT AT ARONA AND LARPENTEUR <br />Barnes presented a letter dated September 12, 1986 from Ramsey County <br />Public Works, (a copy oP which is on file in the clerks office) relating <br />to repair/replacement or removal of the traffic signal at Arona and <br />Larpenteur. Council agreed the traffic signal should remain and <br />considered the three options given by Ramsey County. Chenoweth moved, <br />seconded by Wallin, approving option 2, replacement of one signal pole on <br />the northeast corner of the intersection. Motion carried unanimously. <br />DONATION OF $200.00 TO PARK BUGLE <br />Barnes felt the Bugle is a good local newspaper and it would be a nice <br />gesture for the City to make a donation to the publication. Chenoweth <br />moved, seconded by Hard, authorization to expend $200.00 for a donation to <br />the Park Bugle. Motion carried unanimously. <br />MAIER STEWART & ASSOCIATES TO BE ENGINEER FOR STRATFORD PROJECT AND ARONA <br />WATERMAIN PROJECT <br />Barnes explained he had interviewed two engineering firms for upcoming <br />projects and recommended Maier Stewart & Associates be hired for the <br />Stratford Office Park development, the Arona Watermain, and Lindig <br />subdivision. John Stewart and Terry Maurer of the Stewart firm, presented <br />a report dated September 24th relating to preliminary investigations as <br />requested by Barnes. Baldwin explained when the City does contract with <br />an engineering firm, a written report documenting the firms understanding <br />of their involvement in the project and the manner in which the project <br />will be approached, will be required. He also stated Council would be <br />active in an evaluation process relating to consultants. Ciernia was of <br />the opinion the Bonestroo firm should complete the Lindig subdivision as <br />they have already completed most of the work. Chenoweth moved, seconded <br />by Wallin hiring the Maier Stewart firm for the Stratford Office Park and <br />Arona Watermain projects. Motion carried unanimously. <br />PAYMENT TO B0NESTR00, ROSENE AND ASSOC. FOR ENGINEERING ON HAMLINE ALLEY <br />TO BE WITHHELD <br />Ciernia recommended engineering charges for the Hamline Alley be deleted <br />from the request for payment from Bonestroo and Associates as the alley <br />has not been completed satisfactorily. Council concurred and will pay for <br />the project when it is completed properly. Baldwin requested Barnes <br />contact the firm regarding reimbursement for sealcoating of the Hamline <br />alley previous to reconstruction. <br /> <br />
