Nudity means the showing of the human male or female genitals, pubic area or buttocks with
<br />less than a fully opaque covering, or the showing of the female breast with less than a fully
<br />opaque covering of any portion thereof below the top of the nipple, or the depiction of covered
<br />male genitals in a discernibly turgid state.
<br />Nursery, day, means a use where care is provided for three or more children under
<br />kindergarten age for periods of four hours or more per day for pay.
<br />Nursery, landscape, means a business growing and selling trees, flowering and decorative
<br />plants, and shrubs which may be conducted within a building or without (commercial
<br />production).
<br />Nursing home means a building with facilities for the care of children, the aged, infirm, or
<br />place of rest for those suffering bodily disorder. Said nursing home shall be licensed by the state
<br />as provided by law.
<br />Office uses means those commercial activities that take place in office buildings, where
<br />goods are not produced, sold, or repaired, including, but not limited to, banks, professional
<br />offices, governmental offices, insurance offices, real estate offices, telephone exchanges, utility
<br />offices, radio broadcasting, and similar uses.
<br />Official control means legislatively defined and enacted policies, standards, precise detailed
<br />maps, and other criteria, all of which control the physical development of a municipality or a
<br />county, or any part thereof, or any detail thereof, and the means of translating into ordinances all
<br />or any part of the general objectives of the comprehensive municipal plan. Such official controls
<br />may include, but are not limited to, ordinances or the code establishing zoning, subdivision
<br />controls, site plan regulations, sanitary codes, building codes, housing codes, and official maps.
<br />Official map means a map adopted in accordance with the provisions of Minn. Stats. §
<br />462.59.
<br />Open sales lots means lands devoted to the display of goods for sale, rent, lease, or trade,
<br />where such goods are not enclosed within a building.
<br />Open storage means storage of any material outside of a building.
<br />Outdoor means activity conducted outside of a permanent structure or building.
<br />Owner means all persons with an interest in a property as fee simple owner, life estate
<br />holder, encumbrancer, or otherwise.
<br />Paint, glass, and wallpaper stores, retail, means establishments engaged in selling primarily
<br />paint, glass, and wallpaper, or any combination of these lines, to the general public. While these
<br />establishments may sell primarily to construction contractors, they are known as retail in the
<br />trade. Establishments which do not sell to the general public or who are known in the trade as
<br />wholesale are excluded.
<br />Parking space means a suitably surfaced and permanently maintained area on privately
<br />owned property either within or outside of a building of sufficient size to store one standard
<br />automobile.
<br />Pawn shop, defined but not allowed in any district. A business which loans money on
<br />deposit or pledge of personal property, or other valuable thing, or which deals in the purchasing
<br />of personal property or other valuable thing on condition of selling the same back again at a
<br />stipulated price, or which loans money secured by chattel mortgage on personal property, taking
<br />possession of the property or any part thereof so mortgaged.
