Solar system, active means a solar energy system that transforms solar energy into another
<br />form of energy or transfers heat from a collector to another medium using mechanical, electrical,
<br />or chemical means.
<br />Solar system, building-integrated means an active solar system that is an integral part of a
<br />principal or accessory building, rather than a separate mechanical device, replacing or
<br />substituting for an architectural or structural component of the building. Building-integrated
<br />systems include, but are not limited to, photovoltaic or hot water solar systems that are contained
<br />within roofing materials, windows, skylights, and awnings.
<br />Solar system, grid-intertie means a photovoltaic solar system that is connected to an electric
<br />circuit served by an electric utility company.
<br />Solar system, off-grid means a photovoltaic solar system in which the circuits energized by
<br />the solar system are not electrically connected in any way to electric circuits that are served by
<br />an electric utility company.
<br />Solar system, passive means a solar energy system that captures solar light or heat without
<br />transforming it to another form of energy or transferring the energy via a heat exchanger.
<br />Special event means any temporary, outdoor privately-sponsored event open to the general
<br />public and held on privately owned property except:
<br />(1) Any permanent place of worship, stadium, athletic field, arena, theatre, auditorium;
<br />(2) Any event conducted on the campus of the University of Minnesota or the grounds of
<br />the Minnesota State Fair;
<br />(3) Special events or activities sponsored by the city;
<br />(4) Family gatherings, including family reunions, graduation parties, baptisms,
<br />confirmations, weddings, wedding receptions, funerals and funeral processions;
<br />(5) Garage sales and residential boutique sales as regulated in section 113-174;
<br />(6) Block parties and neighborhood meetings;
<br />(7) Any event attended by fewer than 150 persons at one time which does not require any
<br />special services and does not involve the sale of alcohol;
<br />(8) Any event that is otherwise regulated by the city through the use of another regulatory
<br />manner, such as an interim use permit or conditional use permit; and
<br />(9) The use of traditional public forums as alternative channels of communication by the
<br />public, provided that such use is for the free exercise of constitutionally protected
<br />activities and does not disrupt or interfere with traffic on public streets or the use of
<br />public places by other members of the public.
<br />Special flood hazard area means the land in the floodplain within a community subject to a
<br />one percent or greater chance of flooding in any given year. The area may be designated as zone
<br />A on the FHBM (Flood Hazard Boundary Map). After detailed ratemaking has been completed
<br />in preparation for publication of the flood insurance rate map, zone A usually is refined into
<br />zones A, AO, AH, A1—30, AE, A99, AR, AR/A1—30, AR/AE, AR/AO, AR/AH, AR/A, VO,
<br />or V1—30, VE, or V. For purposes of these regulations, the term "special flood hazard area" is
<br />synonymous in meaning with the phrase "area of special flood hazard."
<br />Special services means the exclusive allocation of city resources, including, but not limited
<br />to, city personnel, equipment, rights-of-way, property or facilities for use in conjunction with a
