(5) Keep and maintain a permanent record of this chapter, to enter upon such record all <br />amendments thereof, to provide for public inspection thereof at all times, and pursuant <br />to the determination of the council to provide for the distribution or sale thereof; <br />(6) Keep secure the official land use map and the official zoning map and to make <br />amendments thereof or additions thereto upon adoption thereof, to provide for public <br />inspection thereof during official business hours of the city and pursuant to the <br />determination of the council to provide for the distribution or sale thereof; <br />(7) Maintain all city plans (comprehensive municipal or guide plan and others) in an up- <br />to-date condition; <br />(8) Assign conditional and other permit numbers to all land uses in the city which are <br />automatically granted a permit upon enactment of the ordinance from which this chapter <br />is derived; this may be done at such time as existing land uses change, alter, expand, <br />construct, move or otherwise require an amendment due to change following enactment <br />of the ordinance from which this chapter is derived; <br />(9) Prepare and submit to the planning commission, and the council, if appropriate, <br />applications for building permits, variances, conditional use permits and appeals; <br />(10) Maintain records of all permits issued, appeals, variances, conditional use permits <br />and the disposition thereof; <br />(11) Receive, file and forward to the respective official bodies applications for variances, <br />conditional uses and appeals; <br />(12) Publish and attend to the service of all notices required under the provisions of this <br />chapter and to make or prepare and file affidavits of service thereof; <br />(13) Refer to the city attorney all violations of this chapter that cannot be handled <br />administratively; <br />(14) Assure that all building permits comply with the terms of this chapter; <br />(15) Conduct inspections of buildings and land to determine compliance with the terms of <br />this chapter. <br />(c) Discretion; interpretation. The zoning administrator shall not have the discretion to vary <br />the terms and provisions of this chapter. He or she shall have the power and the <br />responsibility to interpret any provisions of this chapter that may be unclear. In the discharge <br />of this duty the city attorney shall provide advice to him or her upon request. In the making <br />of any such interpretation, the zoning administrator shall set forth a decision in writing, <br />including reasons thereof. <br /> <br />(Code 1993, § 9-15.01) <br /> <br />Sec. 113-33 - Conformity of building plan to regulations <br />Upon application for a building permit, a detailed site and development plan, if applicable, <br />shall be submitted to the zoning administrator indicating conformance with regulations of this <br />chapter. Plan submission requirements shall be as noted herein and as may be requested by the <br />zoning administrator. <br /> <br />(Code 1993, § 9-2.12)
