www.publichealthlawcenter.org <br />September 2024 <br />This model ordinance was <br />prepared to assist Minnesota <br />counties and cities interested <br />in establishing local regulation <br />of cannabis and lower-potency <br />hemp edible retailers. <br />Edible hemp products containing intoxicating <br />levels of THC were legalized for manufacture <br />and sale in Minnesota on July 1, 2022. Cannabis <br />use was legalized on Aug. 1, 2023, and it is <br />anticipated that cannabis retail establishments <br />will be licensed for sales sometime in 2025. All <br />cannabis retailers or cannabis businesses that <br />are permitted to engage in retail sales, will be <br />required to secure a license from the Office of <br />Cannabis Management and register with their <br />local unit of government before sales are allowed. <br />Updates to the 2023 cannabis legalization law <br />were made by the Minnesota Legislature in 2024 <br />to allow the Office of Cannabis Management <br />(OCM) to “preapprove” licenses for certain <br />cannabis businesses July 24, 2024, through <br />A Model Ordinance for Minnesota City Retailers <br />LOWER-POTENCY HEMP EDIBLES & CANNABIS <br />CANNABIS
