113-493 – 113-499 Reserved <br />ARTICLE VIII FLOODPLAIN REGULATIONS <br />113-500 Statutory authorization and purpose <br />113-501 Warning and disclaimer of liability <br />113-502 Permit requirements <br />113-503 Permit application <br />113-504 Duties of the zoning administrator <br />113-505 Review of permit application <br />113-506 Subdivisions <br />113-507 Water supply system <br />113-508 Sanitary sewage and water disposal systems <br />113-509 Annexations and extraterritorial jurisdiction <br />113-510 Greater restriction <br /> <br /> <br />ARTICLE I - IN GENERAL <br />Sec. 113-1 - Purpose and intent <br />The purpose and intent of this chapter is to: <br />(1) Protect and promote the health, safety, comfort, convenience and general welfare of <br />the people who are citizens of, reside in, transact business in or own property in the <br />city; <br />(2) Divide the city into zones and districts to restrict and regulate therein the location, <br />construction, reconstruction, alteration and improvements of land and structures <br />thereon; <br />(3) Promote the orderly development of the residential, business, industrial, recreational, <br />and public uses; <br />(4) Provide adequate light, air, and convenience of access to property; <br />(5) Limit congestion in the public rights-of-way; <br />(6) Prevent overcrowding of land and undue concentration of structures by regulating the <br />use of land and buildings and the bulk of buildings in relation to the land and buildings <br />surrounding them; <br />(7) Provide for the compatibility of different land uses and the most appropriate use of <br />land throughout the city; <br />(8) Stage development and redevelopment to coincide with the availability of necessary <br />public services; <br />(9) Protect the character and maintain the stability of residential, business, and <br />commercial and industrial areas within the city, and prohibit uses, buildings, or <br />structures which are incompatible with the character of development in such <br />areas; <br />(10) Provide adequate privacy;
