facilities, permanently installed, which is arranged, designed, used, or intended for use
<br />exclusively as living quarters for one family.
<br />Dwelling unit, attached. See accessory dwelling unit.
<br />Earth-sheltered buildings means any building constructed so that 50 percent or more of the
<br />exterior surface is covered or in contact with earth. Exterior surface includes all walls and roof,
<br />but excludes garages and other accessory buildings. Earth covering on walls is measured from
<br />the floor of the structure's lowest level. Earth covering on the roof must be at least 12 inches
<br />deep to be included in calculations of earth covering. Partially completed buildings shall not be
<br />considered earth-sheltered buildings. Earth-sheltered buildings are permitted by conditional use
<br />permit only.
<br />Eating establishments means establishments primarily engaged in the retail sale of prepared
<br />food and drinks for on-premises or immediate consumption. Caterers and industrial and
<br />institutional food service establishments are also included in this industry.
<br />Educational institution means a college or university authorized by the state to award
<br />degrees.
<br />Electric vehicle means any vehicle that operates either partially or exclusively on electrical
<br />energy from an off-board source that is stored on board.
<br />Electric vehicle charger means battery charging equipment that has as its primary purpose
<br />the transfer of electric energy (by conductive or inductive means) to a battery or other energy
<br />storage device in an electric vehicle.
<br />Electric vehicle charger-private means an electric vehicle charger with restricted access to
<br />the public.
<br />Electric vehicle charger-public means an electric vehicle charger that is publicly available
<br />or available to visitors of the primary use.
<br />Electric vehicle supply equipment means any equipment or electric component used in
<br />charging electric vehicles at a specific location.
<br />Engineer means the City Engineer of Falcon Heights.
<br />Essential services (governmental uses, building, and storage) means governmental services
<br />such as office buildings, garages, temporary open space, open storage when not the principal use,
<br />fire and police stations, recreational areas, training centers, correctional facilities, or other
<br />essential uses proposed by federal, state, county, local, special districts, and school districts,
<br />except that schools shall not be permitted under this provision.
<br />Essential services (public utility uses) means underground or overhead gas, electrical, steam,
<br />or water distribution systems, collection, communication, supply, or disposal system including
<br />poles, wires, mains, drains, sewers, pipes, conduits, cables, fire alarm boxes, police call boxes,
<br />traffic signals, hydrants, or other similar equipment and accessories; but not including buildings
<br />or transmission services.
<br />Essential services (public utility uses, transmission services, buildings and storage) means
<br />transmission service such as electrical power lines of a voltage of 35 kv or greater, or bulk gas or
<br />fuel being transferred from station to station and not intended for en route consumption or other
<br />similar equipment and accessories.
<br />Exterior storage (includes open storage) means the storage of goods, materials, equipment,
