MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 22, 1987 <br />PAGE 3 <br /> CABLE TV UPDATE <br />Cable Commissioner Ron Eggert presented the following information: (1) <br /> Cable TV North Central made an error in computing franchise fees for six <br /> communities, one of which was Falcon Heights resulting in an increase in <br /> franchise fees from $245.00 to $2,500 for Falcon Heights; (2) Cable <br /> Commission is proposing a change in voting and assessment structure based <br /> on gross revenues rather than population which will reduce charges to the <br /> city by $2,900; (3) New character generators are being purchased which are <br /> more reliable, have more capabilities, and will allow running remote broad <br /> casts; (4) A book on using public access has been prepared by League of <br /> Women Voters and is now available, and (4) Access Corporation does not <br /> feel public access effort is as good as it could be, access is not in the <br /> Cable Company's interest and they may attempt to turn public access over <br /> to the Access Commission. <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR ARONA AVENUE WATERMAIN <br />IMPROVEMENT (HOYT TO LARPENTEUR) <br />Hard moved, seconded by Ciernia, adoption of Resolution R-87-14. Motion <br />carried unanimously. <br />RESOLUTION R-87-14 <br />A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR <br />THE ARONA AVENUE WATERMAIN IMPROVEMENT (HOYT TO LARPENTEUR) <br />AND AUTHORIZING ADVERTISMENT FOR BIDS <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR 1987 SEALCOATING <br />(NORTHOME) <br />Wallin moved, seconded by Chenoweth, adoption of Resolution R-87-14. <br />Motion carried unanimously. <br />RESOLUTION R-87-15 <br />A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR <br />THE 1987 SEALCOATING (NORTHOME AREA) AND AUTHORIZING <br />ADVERTISEMENT FOR BIDS <br />DISUCSSION - IMPROPER DRAINAGE OF ALLEY SOUTH OF LARPENTEUR, ALBERT TO <br />HAMLINE <br />Baldwin reviewed a letter dated April 22, 1987 from former City Engineer <br />Schunicht recommending that Ashbach Construction be allowed to proceed <br />with patching and sealcoating the alley, which Schunciht feels will <br />maintain the drainage along the center of the alley. Maurer presented a <br />quote in the amount of $4,996.00 from Progressive Contractors, Inc. to <br />install 125 feet of storm drainage pipe and an additional catch basin to <br />remedy the drainage problem. He felt this was a fair price and <br />recommended approval. <br />Council discussed at length, amounts charged by the former engineers for <br />the alley reconstruction, amounts previously paid, amounts withheld from <br />the engineering firm and Ramsey County, and if the engineer was authorized <br />to turn preparation of plans and specifications over to the County. <br />4~ <br />2~ <br />
