MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 24, 1987 <br />PAGE 2 <br />1666 COFFMAN UPDATE <br />Wiessner explained she had met with Attorney Van de North and Frank <br />Kubitchek, developer of the Coffman project regarding remaining problems <br />with the Coffman development and that Van de North agrees two items are in <br />an acceptable state, funding of escrow for possible short-fall of tax <br />monies, and transfer of guaranty from developer to Condominium <br />Association. The problem of the incorrect sizing of the ponding area is <br />being researched by Maurer. <br />PERMANENT CONDITIONAL USE FOR GOLF-O-MAT GAMES GRANTED BULLSEYE GOLF, INC. <br />Council considered a request from Dennis Hunt, owner of Bullseye Golf, <br />Inc., to allow permanent use of the golf-o-mat games in the basement of <br />his business (a temporary conditional use was granted 12/19/85). <br />Following the discussion, Chenoweth moved, seconded by Wallin, adoption of <br />Resolution R-87-24 with the following conditions: (1) the operation is <br />limited to 12 machines, and (2) patrons must be encouraged, through <br />adequate signage and advertising, to park in the rear lot and enter <br />through rear door. <br />RESOLUTION R-87-24 <br />A RESOLUTION RELATING TO A PERMANENT CONDITIONAL USE <br />PERMIT FOR BULLSEYE GOLF CENTERS, INC. (GOLF-O-MAT GAMES) <br />AND SUPERSEDING RESOLUTION R-85-70 <br />APPROVAL OF BUILDING PERMIT FOR SUPER AMERICA, 1350 W. LARPENTEUR <br />Council briefly discussed the building permit application for construction <br />of a new SuperAmerica Station at 1350 W. Lapenteur, after which Ciernia <br />moved, seconded by Wallin, granting of the building permit subject to <br />final approval by all City Inspectors. Motion carried unanimously. <br />RESOLUTION RELATING TO A DEFERRED COMPENSATION PLAN <br />Larry Whittaker, representing International City Management Association <br />(ICMA) presented Council will full details on the plan which would be <br />available to city employees and councilmembers. Following the <br />presentation, Wallin moved, seconded by Chenoweth, adoption of Resolution <br />R-87-25 <br />RESOLUTION R-87-25 <br />A RESOLUTION CREATING A DEFERRED COMPENSATION PLAN AND <br />DESIGNATING ICMA AS TRUSTEE <br />LIDO CAFE REQUEST FOR PARTIAL REFUND OF LIQUOR LICENSE FEE APPROVED <br />Wiessner presented a request from Michael Lab alestra, Lido Italian <br />Restaurant, for partial refund of the 1986-1987 liquor license fee due to <br />the fact that the establishment has not done business in the city since <br />February 16, 1987. Wallin stated he had a problem with granting a refund <br />when the code stipulates such requests must be received within 30 days, <br />and if an exception is made the 30 day requirement should be removed from <br />the code.
