There being no one wishing to be heard, the <br /> hearing was closed at 7:20 P.M., and Ciernia moved acceptance of <br /> the asse ssment roll as documented, and adoption of Resolution <br /> R-88-8A. Motio n carried unanimously. <br />RESOLUTION R-88-8A <br />A RESOLUTION ADOPTING AN ASSESSMENT FOR <br />DISEASED ELM TREE REMOVAL AT 1358 W. IOWA <br />ST. MARY'S STREET PARKING DISCUSSION RESUMED <br />LEO KLISCH, 1757 FRY ST., sympathized with the St. Mary's <br />residents, but expressed concern that Plan B, which would make <br />St. Mary's one way from the alley south, would increase traffic <br />on Fry Street. <br /> EVERETT HOLES, 1771 FRY ST., felt the plan would take advantage <br /> of their street and was of the opinion that all possible sources <br /> of private parking should be pursued before making any changes <br /> on St. Mary's. Baldwin assured Mr. Holes that every business <br /> .west of Snelling has been approached regarding overflow parking. <br /> JIM BYKOWSKI, 1745 ST. MARY'S ST., felt that leaving the <br /> southernmost 25 to 30 feet two way and the northern portion one <br /> way would not be conducive to good traffic flow, and that it <br /> could cause a potential hazard to traffic unfamiliar with the <br /> neighborhood. <br /> Council discussed possible methods by which the residential area <br /> could be given immediate relief from the hazards created by <br /> Ciatti's customers' intrusion into the neighborhood such as <br /> barricading St. Mary's at the alley or placing "no parking" <br /> signs on the east side of St. Mary's (the west side already <br /> being posted "no parking"). <br /> Wallin and Chenoweth were of the opinion that the project should <br /> be implemented with Ciatti's paying the difference between Plan <br /> A ($25,250) and Plan B ($33,700) and it should be done only on <br /> the condition that Ciatti's makes arrangements to obtain <br /> additional private parking from abutting businesses. <br /> DENNIS SMITH, 1725 ST. MARY'S ST., was opposed to an unsightly <br /> barricade to prevent traffic to the north, and felt requiring <br /> conditions on the proposed project would be a severe blow to the <br /> business. He stressed that time is of the essence and awaiting <br /> a parking agreement would take time, which would work a hardship <br /> on the residents. He also feared someone may be injured during <br /> this iterim period. <br /> After a lengthy discussion Ciernia moved that the City proceed <br /> with Plan B with the sole contingency being that the cost be <br /> shared by Ciatti's as presented (the difference between Plan A <br /> and Plan B).
