MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 10, 1988 <br />Baldwin called the meeting to order at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Wallin, Bush,-Cernia, F. Chenoweth, and Baldwin. Also present <br />were Maurer and S. Chenoweth. <br />CONSENT AGENDA APPROVED <br />Council approved the following consent agenda as presented: <br />1. Appointment of Michael Haglund to Solid Waste <br />Commission <br />4~ <br />FEASIBILITY STUDY ON SIGNALIZATION AT LARPENTEUR/PRIOR/GORTNER <br />Baldwin presented background on the previous meetings over the <br />last two and a half years with Hewlett Packard, and the <br />University of Minnesota regarding the traffic hazards at the <br />intersection of Larpenteur/Prior/Gortner, and the fact that the <br />University is opposed to the use of any test plot area for <br />realignment of Gortner and Prior. Council reviewed the <br />feasibility study prepared by Ramsey County (a copy of which is <br />on file in the clerk's office) and discussed the possible <br />options given. in that study. <br />In reply to an inquiry from Council members regarding whether or <br />not the University of Minnesota had developed alternate plans as <br />they had suggested might be done, ORLYN MILLER, UNIVERSITY OF <br />MINNESOTA PLANNING, replied that they had prepared no specific <br />plans, but they wanted to improve access from all areas. <br />Baldwin commented on the fact that the University has been <br />considering closing Buford at Cleveland which would add another <br />1,600 vehicles per day entering and exiting from the remaining <br />open streets. Miller was of the opinion that at least half of <br />the vehicles would funnel to the south not to Gortner. Baldwin <br />stated that any of these proposed changes would impact the <br />City's decision and he was very concerned regarding future <br />University plans which might affect the intersection at Gortner <br />and Larpenteur. <br />
