MINUTES <br />AUGUST 10, 19 88 <br />PAGE 3 <br />APPOINTMENT OF ELECTION JUDGES FOR THE SEPTEMBER 13TH PRIMARY <br />AND THE NOVEMBER 8TH GENERAL ELECTION <br />Wallin moved to accept the election judge roster as presented, <br />which Council approved unanimously. <br />DISCUSSION OF PUBLIC HEARING PROCESS <br />Baldwin explained that some discussion had been held regarding <br />public hearings being held by the Planning Commission (hearings <br />are presently held by the Council). He felt some advantages of <br />having the hearings before the Planning Commission are, (1) it <br />is a nine member Commission which would produce more varied <br />ideas, and (2) the Council hearings are quite often in the <br />middle of a long agenda where time is limited, and then is <br />expected to make a final decision after having just heard the <br />issues. If the Planning Commission conducts the hearing and <br />sets forth conditions, the Council would have Planning <br />Commission minutes for review and in that way make a more <br />informed decision. <br />DAVID BLACK, CHAIRMAN OF THE PLANNING COMMISSION, stated he is <br />generally in favor of holding the public hearings at the <br />Planning Commission level, however the Commission wants time to <br />talk it through and set guidelines. He felt it was important <br />that affected property owners be heard by the Planning <br />Commission in order that the Commission can make reasonable <br />decisions and set proper conditions. The Planning Commission <br />will discuss the procedure at a future meeting. <br />ADJOURNMENT <br />The meeting was adjourned at 8:35 P.
