MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 28, 1988 <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Bush, Ciernia, P. Chenoweth, Wallin and Baldwin. Also present <br />were Gedde, Maurer, Wiessner and S. Chenoweth. <br />ADDENDUM TO AGENDA <br />Council approved the addition of Item F(9), Funding Request for <br />Computer Analysis Program (AMM), to the agenda. <br />MINUTES OF SEPTEMBER 14, 1988 APPROVED <br />Council approved the Minutes of September 14, 1988 as presented. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda: <br />1. Designation of Bill Walsh as City Plumbing Inspector <br />COFFMAN STREET PERMIT PARKING REQUEST DISCUSSION <br />Baldwin presented a request from the 1666 Coffman Ad Hoc Parking <br />Committee for placement of one hour parking signs on the east <br />side of Coffman St. with resident permit parking. He explained <br />that unlike older areas of St. Paul where permit parking is <br />allowed, the present philosophy in the suburbs is that all <br />property owners must provide off street parking and the streets <br />cannot be considered as part of the parking space. Baldwin also <br />commented on the fact that the Coffman developers were granted a <br />substantial parking variance (from the required 2 and 1/2 spaces <br />per unit to 1 and 1/2 spaces) at the time of construction. <br />Wallin explained that the Planning Commission has recommended <br />the area be posted "No Parking" and that 12 resident parking <br />permits be granted on a six month trial basis. <br />WILLIAM MADDEN, 1666 COFFMAN, felt they have a special situation <br />because University students fill the street and 1666 Coffman <br />residents have no use of the on-street parking.
