MINUTES <br />SEPTEMBER 28, 1988 <br />PAGE 3 <br />WALTER MCCOY, 1746 ST. MARY'S, stated that the difference of <br />opinion on the matter is based on which families have young <br />children and those who have older children (and their friends) <br />who drive and need on-street parking. <br />Baldwin stressed that the signs were a temporary solution and <br />people were promised that the signs would be removed. He felt <br />that the City should honor that promise. After Council <br />discussed possible options such as removing the signs from the <br />northern portion of the street, or posting only the water side <br />of the street, Bush moved that the signs be left as they are <br />with the stipulation that the matter would be reconsidered if <br />Ciatti's obtain substantially more off-street parking. Upon a <br />vote being taken the following voted in favor thereof: Bush, <br />Ciernia, Chenoweth and Wallin, and the following voted against <br />the same: Baldwin. Motion carried. <br />LARPENTEUR/GORTNER/PRIOR INTERSECTION DISCUSSION <br /> Oryln Miller, University of Minnesota Planner, referred to a <br /> letter dated September 13, 1988 from Clinton Hewitt stating the <br /> University's position on options offered in Ramsey County's <br /> feasibility study. Mr. Miller indicated that they feel <br /> signalization of Gorter will address the safety problem for all <br /> involved; the City, Hewlett Packard and the University, while <br /> still protecting the test plots. Jim Schnurr, Hewlett Packard, <br /> indicated they would prefer the realignment of Gortner and <br /> Prior, but signalization at Gortner would be their second <br /> choice. Any plan which would close their Larpenteur entrance <br /> would not be acceptable. He stressed that Hewlett Packard would <br /> like to see the matter expedited. Council concurred that since <br /> the preferred option is not possible, signalization at Gortner <br /> would be the only other choice. Maurer and Wiessner will talk <br /> to the County Engineers regarding expediting the project. <br />NORTHWEST AREA STORM DRAINAGE STUDY UPDATE <br />Maurer presented and reviewed his update on the Northwest Area <br />Storm Drainage system (a copy is on file in the clerk's office) <br />after which Council accepted the report. <br />CHARITABLE GAMBLING <br />Student Intern Mike Thompson reviewed proposed amendments to the <br />Municipal Code relating to charitable gambling and explained the <br />reasoning behind the changes. After a discussion, Council <br />requested the following: 1) that staff rewrite the document <br />referencing State Statutes and listing areas in which the City <br />Code will be more restrictive, 2) obtain case studies from other <br />communities indicating what portion of gambling money actually <br />goes for charitable use, 3) and research extent of city control <br />once a gambling license is issued. <br />CITY TO PREPARE REQUEST FOR PROPOSALS FOR CITY PARK FACILITIES <br />NEEDS ASSESSMENT <br />~~ <br />Wiessner presented an update on the status of the fire <br />investigation following the fire at the Community Park Building <br />on September 12th.
