MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 9, 1988 <br />Baldwin convened the meeting at 7:00 P. M. <br />ALL MEMBERS PRESENT <br />P. Chenoweth, Wallin, Bush, Ciernia and Baldwin. Also present <br />were Wiessner and S. Chenoweth. <br />MINUTES OF OCTOBER 26, 1988 APPROVED <br />Council approved the Minutes of October 26, 1988 as corrected. <br />ADDENDUM TO CONSENT AGENDA <br />Council approved the addition of Municipal License #179, Carpet <br />Clearing House, 1526 W. Larpenteur, to the Consent Agenda. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda <br />1. Disbursements <br /> a. General Disbursements through 11/9/88, $36,837.83 <br /> b. Sinking Fund, $439.38 <br /> c. Payroll 10/16/88 - 10/31/88, $8,877.15 <br />2. Licenses <br />DISCUSSION OF CITY CODE RELATING TO TEMPORARY ADVERTISING SIGNS <br />DEFERRED FROM 10/12/88 <br />Baldwin reviewed Council's discussion at the October 12th <br />meeting regarding whether or not non-profit organizations should <br />be exempt from licensing and sign fees, and the impact on local <br />businesses by temporary signs which the Lions Club had installed <br />advertising their Christmas Tree Sales lot at the City Park. He <br />explained that staff had contacted other communities and found <br />they do not exempt non-profit organizations from these code <br />requirements. Ramsey County was also contacted and indicated <br />they do not allow signage on any County road right-of-way and do <br />not issue permits. Following a discussion, it was determined <br />that the sign indicating hours of operation of the Lions lot <br />will require a permit and fee, as will the proposed sign at <br />Hamline and Roselawn. Council directed staff to re-work the <br />entire sign portion of the code in the near future. <br />TEMPORARY SHELTER TO BE PLACED AT CITY PARK FOR SKATING SEASON <br />Carol Kriegler, Park and Recreation Director, explained that it <br />~3 <br />
