MINUTES <br />DECEMBER 14, 1988 ~'~ <br />PAGE 3 <br />HAMLINE AVENUE RECONSTRUCTION (LARPENTEUR TO COUNTY ROAD B) <br />UPDATE <br />Maurer briefly reviewed the proposed construction which is <br />expected to begin in 1990. <br />1988 BUDGET ADJUSTMENTS APPOROVED <br />Wiessner presented requested budget adjustments which would <br />include the re-keying of the municipal building and stressed <br />that revenues will exceed expenditures. Wallin moved the <br />adjustments as recommended. Motion carried unanimously. <br />ACCEPTANCE OF 1988 AUDIT PROPOSAL FROM GEORGE M. HANSEN COMPANY <br />Wiessner suggested the Hansen proposal be approved for this year <br />to maintain continuity during the change in personnel in the <br />City's finance area, with the possibility of issuing Requests <br />for Proposals in future years. Ciernia moved acceptance of the <br />Hansen proposal for the 1988 audit. <br />SCAVENGING ORDINANCE APPROVED <br />Baldwin explained that there have been problems with scavengers <br />sorting through the curbside recycling items, and that the Solid <br />Waste Commission has drafted an ordinance prohibiting this type <br />of activity. After a brief review of the proposed ordinance, <br />Chenoweth moved adoption of Ordinance No. 0-88-16. Motion <br />carried unanimously. <br />ORDINANCE N0. 0-88-16 <br />AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF FALCON <br />HEIGHTS BY ADDING A NEW SECTION 5-4.02 PROHIBITING <br />SCAVENGING OF CURBSIDE RECY CLING MATERIALS <br />TOM KELLY DESIGNATED NEW CITY ACCOUNTANT <br />Wiessner informed Council that the interview committee <br />interviewd six excellent candidates for the Accountant position <br />(selected from 161 applicants) and is recommending the <br />appointment of Tom Kelly at a starting salary of $23,800. <br />Following a brief discussion, Bush moved the hiring of Tom Kelly <br />as the new City Accountant at a salary of $23,800 commencing <br />January 3, 1989. Motion carried unanimously. <br />PAT PHILLIPS APPOINTED FULL-TIME SECRETARY <br />Wiessner recommended that Pat Phillips be appointed full-time <br />secretary effective December 15, 1988 at annual salary of <br />$18,000. Ciernia moved the appointment of Pat Phillips which <br />carried unanimously. <br />STRATEGIC PLANNING SESSION SCHEDULED FOR 1/7/89, 8:00 - 10:00 <br />A. M. <br />
