MINUTES <br />AUGUST 9 , 19 89 <br />PAGE 3 <br /> <br />DISCUSSION - SHERIFF'S DEPARTMENT BUDGET/COST SHARING FORMULA <br />Council discussed the items as outlined in Commander Bergeron's <br />memo dated July 31, 1989, and the cost sharing formula prepared <br />by North Oaks which would result in a cost increase for Falcon <br />Heights (approximately $2,000). Wiessner informed Council that <br />she had just learned that Lauderdale is investigating the <br />possibility of contracting for Policing with Roseville or St. <br />Paul rather than the Sheriff's Department which would create a <br />great increase in the Falcon Heights policing cost. Following <br />the discussion, Wiessner was directed to investigate other <br />alternatives for Falcon Heights. <br />PROPOSED CITY ETHICS POLICY DISCUSSED <br />Carol Carlson presented a proposed Ethics Ordinance for <br />Council's consideration. Following the review and discussion, <br />Council asked that the wording be changed in Section 5, relating <br />to acceptance of gifts and that language be added addressing <br />candidates accepting gifts from City Employees. <br />DISCUSSION - CORRECTION OF PROCEDURAL ERRORS RELATING TO <br />ADOPTION OF ORDINANCES <br />Wiessner informed Council that a procedural error in adoption of <br />ordinances has been discussed. Since recodification in 1984 the <br />City has been operating with the understanding that publication <br />was necessary only for the zoning code (Chapter 9). Gedde <br />explained the 3 options to remedy the situation: (1) <br />publication of amendments in file, (2) publication of summaries, <br />or (3) recodification. Following a discussion, Staff was <br />directed to prepare a list of the unpublished ordinances and the <br />content of each in order that Council may determine which need <br />immediate attention. <br />CITY HALL SIDEWALK TO BE REPAIRED <br />Council considered the bids for repair of the cracked sidewalk, <br />after which P. Chenoweth moved that the project be awarded to <br />Midwest Concrete at a price of $3,513.00, with funding from the <br />Public Works Capital Improvement Fund. Motion carried <br />unanimously. <br />ADJOURNMENT <br />The meeting was adjourned at 9 : 2 0 P.
