MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 13, 1989 <br />Baldwin convened the meeting at 7:10 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Bush, P. Chenoweth, Ciernia, and Wallin. Also present <br />were Gedde, Maurer, Wiessner and S. Chenoweth. <br />ADDENDUM TO CONSENT AGENDA <br />Item E (6), Planning Commission Minutes of September 11, 1989, <br />was added to the Consent Agenda. <br />MINUTES OF AUGUST 30, 1989y APPROVED <br />The Minutes of August 30, !1989 were approved by unanimous <br />consent. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda: <br />1. Disbursements: <br />a. Disbursements through 9/13/89, $57,877.86 <br />b. Payroll 8/16/89 - 8/31/89, $9,984.85 <br />2. Solid Waste Commission Minutes of Augusta, 1989 <br />3. Licenses, Northeast Sheet Metal, #367, and Cronstroms <br />Heating and Air Conditioning, #369 <br />4. Appointment of Gwen Willems, 1880 Tatum, to Human <br />Rights Commission, Term to Expire 12/31/89 <br />5. Cancellation of Checks #22679 and #22641 <br />6. Planning Commission Minutes of August 30, 1989 <br />DISCUSSION OF LAW ENFORCEMENT PROPOSALS FROM RAMSEY COUNTY <br />SHERIFF'S DEPARTMENT AND CITY OF ROSEVILLE <br />Council discussed the law enforcement proposals presented by the <br />the Ramsey County Sheriff's Department and the Roseville Police <br />Department at a workshop preceding the Council Meeting. The <br />discussion was interrupted to open the public hearing scheduled <br />for 7:30 P.M. <br />7:30 P.M. - PUBLIC HEARING ON PROPOSED IMPROVEMENTS OF HAMLINE <br />AVENUE, LARPENTEUR TO ROSELAWN <br />Baldwin opened the public hearing, noted the Affidavits of <br />Publication and Mailing, and outlined the hearing process. <br />Maurer then presented the improvement plan and explained the <br />estimated costs and proposed assessments. <br />BILL SOUKOUP, 1763 HAMLINE, asked what the new traffic count <br />numbers indicated to which Maurer replied they were slightly <br />higher. Soukoup then addressed the following concerns: 1) the <br />need to repair the Gottfried Pit with this project as he felt it <br />was an optional issue, 2) the need for the sidewalk and <br />suggested it be placed on the Roseville side, 3) questioned <br />49 <br />
