MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 25, 1989 <br />Baldwin called the meeting to order at 7:00 P.M. <br />5 <br />ALL MEMBERS PRESENT <br />Baldwin, Bush, P. Chenoweth, Ciernia and Wallin. Also present <br />were Gedde, Wiessner and S. Chenoweth. <br />MINUTES OF OCTOBER 11, 1989 APPROVED <br />The Minutes of October 11, 1989 were approved by unanimous <br />consent. <br />CONSENT AGENDA APPROVED <br />Council unanimously approved the following Consent Agenda: <br />1. Disbursements <br />a. Disbursements through 10/25/89, $96,819.11 <br />b. Payroll 10/1/89 - 10/15/89, $10,243.98 <br />2. Cancellation of Check #17856 in the amount of $293.16, <br />issued to Nicholas Bauman on October 13, 13, 1989 <br />(Check accidentally destroyed) <br />3. Resolution R-89-23 Prohibiting Parking on Hamline <br />Avenue from Larpenteur to Roselawn <br />4. Solid Waste Commission Minutes of October 5, 1989 <br />5. Accepting Audit Proposal from George M. Hansen Company <br />for the 1989 Audit <br />6. Licenses: Quimby Company, #376 and Rollins Heating and <br />Air Conditioning, #378 <br />APPROVAL OF CONTRACT WITH CITY OF ROSEVILLE FOR POLICE SERVICE <br />Baldwin explained that proposals from Roseville and the Ramsey <br />County Sheriff's Department had been considered, and Council <br />felt the City could best be served by Roseville. He stressed <br />that it was a very difficult decision as the Sheriff's <br />Department had provided excellent service for twenty-two years. <br />Wiessner explained that several drafts of the proposed contract <br />had been discussed and several negotiating sessions held. <br />During the discussion Wallin suggested the following minor <br />changes in the proposed contract: provide an example of the <br />population/cost calculation (Page 6, second paragraph), add the <br />words "and service" to paragraph 1 on Page 7, and add "binding" <br />to the word "arbitration" in Item 3 on Page 11. Bush felt it <br />would be nice if the squad car could be marked in some way to <br />indicate Roseville/Falcon Heights to keep the City's identity. <br />Chief Zelinsky of Roseville stated that they are planning to <br />check into the matter and come up with something satisfactory. <br />Following the discussion, Ciernia moved approval of the contract <br />with amendments as suggested at this meeting. Motion carried <br />unanimously. <br />P. Chenoweth expressed concern over the transition from the <br />Sheriff's Department to Roseville. Staff was directed to make <br />arrangements to facilitate the change over. <br />
