MINUTES <br />NOVEMBER 8, 1989 <br />PAGE 3 <br />had decided to make access between the garage and the storage <br />area and assured he would finish the addition to match the <br />existing garage. Following a discussion Council concurred that <br />the addition would be an extension of the existing garage and <br />and that a Permitted Accessory Use Permit is not necessary. <br />They reminded Mr. Affoleter that he should immediately apply for <br />a building permit, and strongly urged him to make the addition <br />blend in with the existing exterior building material. <br />APPROVAL OF AMENDMENTS TO CODE PROVIDING FOR RESIDENTIAL <br />COMPOSTING' <br />Wallin explained that the Planning Commission had discussed the <br />proposed code amendments at previous meetings and had held the <br />required public hearing on November 6, 1989. .Council briefly <br />discussed the proposed changes and determined there was no need <br />to amend Section 8-1.01 relating to Junk, Trash, Rubbish and <br />Refuse, as it did not apply to yard wastes. Wallin then moved <br />adoption of .Ordinance 0-89-16 which carried unanimously. <br />ORDINANCE 0-89-16 <br />AN ORDINANCE AMENDING SECTION 9-4.01, SUBD. 3 (k) <br />(PERMITTED ACCESSORY USES) AND SECTION 9-2.04, SUBD. 1 <br />(ACCESSORY BUILDINGS AND STRUCTURES) OF THE MUNICIPAL <br />CODE <br />REVIEW OF PROPOSED ASSESSMENT POLICY <br />Council discussed the proposed a,~essment policy with Maurer and <br />Gedde after which minor changes were recommended. P. Chenoweth <br />moved approval of the document with the recommended amendments, <br />which carried unanimously.
