6'7 <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 13, 1989 <br />• Baldwin called the meeting to order at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Bush, P. Chenoweth, Ciernia and Wallin. Also present <br />were Wiessner and S. Chenoweth. <br />MINUTES OF 11/29/89 APPROVED <br />The Minutes of November 29, 1989 were approved by unanimous <br />consent. <br />CONSENT AGENDA APPROVED <br />Council unanimously approved the following Consent Agenda: <br />1. Disbursements <br />a. Disbursements through 12/13/89, $33,387.18 <br />b. Payroll, 11/16/89-11/30/89, $9,476.87 <br />2. Cancellation of Check #22990 issued 10/25/89 to Ramsey <br />County Conciliation Court in the Amount of $32.00 <br />3. Commission Minutes <br />a. Parks and Recreation Minutes of 11/13/89 <br />b. Planning Commission Minutes of 12/4/89 <br />. 4. Review of Conditional Use Permit for JJ's Pool and Game <br />Arcade at 1544 W. Larpenteur <br />APPROVAL OF PRELIMINARY DEVELOPMENT AGREEMENT WITH PROFESSIONAL <br />VENTURES, INC. FOR PROPOSED REDEVELOPMENT OF SE CORNER OF <br />LARPENTEUR AND SNELLING <br />Dave Sellergren with the firm of Larkin, Hoffman, Daly and <br />Lindgren addressed Council on behalf of Professional Ventures, <br />Inc., the developer interested in redevelopment of the southeast <br />corner of Larpenteur and Snelling. Mr. Sellergren presented the <br />site plan and a drawing of the proposed 66,000 square foot <br />retail mall and explained that several variances will be <br />necessary to make the proposed plan feasible. He also indicated <br />the developer will be requesting Tax Increment Financing for the <br />project which is estimated to increase the tax base by $275,000 <br />per year and create approximately 41 new jobs. Ron Krank, KKE <br />Architects, explained the proposed exterior design and color <br />scheme of the building. Sellergren indicated they plan to <br />negotiate with the Department of Transportation for use of a <br />portion of the right-of-way along Snelling Avenue. The <br />presentation was interrupted to open a public hearing scheduled <br />for 7:30 P.M. <br />7:30 P.M. - PUBLIC HEARING ON VACATION OF THE WESTERLY 25 FEET <br />OF THE FOLWELL AVE. EXTENSION IN AUDITOR'S SUBDIVISION #90 <br />Baldwin opened the hearing at 7:30 P.M., noted the Affidavit of <br />Publication, and asked for comments from those in attendance. <br />There being no one wishing to be heard Baldwin closed the <br />hearing at 7:33 P.M. Ciernia moved adoption of Resolution <br />R-89-26 which carried unanimously. <br />
