MINUTES <br />DECEMBER 13, 19 89 <br />PAGE 3 <br />RESOLUTION R-89-27 <br />A RESOLUTION REQUESTING THE METROPOLITAN COUNCIL TO <br />GRANT AN EXTENSION TO DECEMBER 31, 1990 FOR UPDATING <br />THE COMPREHENSIVE MUNICIPAL PLAN <br />REGULATION OF CATS - SECTION 5-1.01 OF THE CODE REPEALED <br />Wallin explained that he felt that requiring the belling of cats <br />is mostly unenforceable and felt the City should not have <br />anything in the Code that does not affect public safety, health <br />and welfare. He was of the opinion that many sections of the <br />Code fall into this unenforceable category. Baldwin felt it was <br />inappropriate to attempt to regulate natural behavior of animals <br />such as belling cats to protect the birds. Following the <br />discussion, Wallin moved adoption of Ordinance 0-89-19 repealing <br />Section 5-1.01 in its entirety.
