e2 1 SPECIAL MEETING, THURSDAY, SEPTEMBER 18, 1952 Present: H. L. Henry, Mayor George J. Shavor, Trustee Arthur A. Lindig, Trustee Clyde J. Stewart, Clerk Ralph Van Hoven, Treasurer Absent: Clarence Rekstad, Trustee Frank N. Graham, Attorney The meeting was called to order at ?:30 F.M., and was devoted ~ergely to completion of carious fund estimates needed for the 1953 budget. Vol. The clerk reported holding up payment of X1.00 to Robert Moder as payroll listed on the volunteer fire department payroll for August, account question question as to whether the council wished to allow this in addition to salary pafd to Mrder as relief fireman for August. After dis- cussion, Henry moved, seconded•by Lindig, that payment to Mrder as volunteer on the August payroll not be allowed on the basis that compensation to volunteer firemen is not payable to salari~sd~employes of the Fire Department . Graham, Attorney Meeting called to order at 7:40 F'.M. Health Dr. J. T. Smiley, of the State Board of Health, appeared before the council at their request to provide information in connection tivith the proposal to set up a local Board of Health. Dr. Smiley stated that it is the 8tat~ Board's duty to prepare regulations and that enforcement of such regulations was left to local authorities. Re said that the law provides for a Village to appoint• a Board of health and that one member should be a physician. Problems that concern Falcon Heights, he said, include nuisances and communicable di seases, with the former classified as ordinary nuisances and public health nuisances.
