Graham, Attorney <br />The meeting was called to order at ?:30 F.M., and was devoted ~ergely <br />to completion of carious fund estimates needed for the 1953 budget. <br />Vol. The clerk reported holding up payment of X1.00 to Robert Moder as <br />payroll listed on the volunteer fire department payroll for August, account <br />question question as to whether the council wished to allow this in addition <br />to salary pafd to Mrder as relief fireman for August. After dis- <br />cussion, Henry moved, seconded•by Lindig, that payment to Mrder as <br />volunteer on the August payroll not be allowed on the basis that <br />compensation to volunteer firemen is not payable to salari~sd~employes <br />of the Fire Department . Graham, Attorney <br />Meeting called to order at 7:40 F'.M. <br />Health Dr. J. T. Smiley, of the State Board of Health, appeared before <br />the council at their request to provide information in connection <br />tivith the proposal to set up a local Board of Health. Dr. Smiley <br />stated that it is the 8tat~ Board's duty to prepare regulations <br />and that enforcement of such regulations was left to local <br />authorities. Re said that the law provides for a Village to <br />appoint• a Board of health and that one member should be a <br />physician. Problems that concern Falcon Heights, he said, <br />include nuisances and communicable di seases, with the former <br />classified as ordinary nuisances and public health nuisances. <br />
